These two days were the time of the "two sessions" in Hunan, and Yuan Xiang, a deputy to the People's Congress of Yueyang City and secretary of the Party Working Committee of Sanyanqiao Street in Yueyang Lou District, recalled the morning he participated in the "two sessions of the city."
At that time, the morning delegation discussion had not yet begun, Yuan Xiang opened the book "Mentality" on the table and read it quietly, the pages slid between his fingers, and the old and new creases inside left a lot of traces of time.
"As a grassroots cadre who came out of the Women's Federation, it is my unshirkable responsibility to handle civil disputes and safeguard the rights and interests of women and children, and more importantly, it is necessary to have a sunny mentality and govern with a harmonious attitude." Intellectual, competent, and gentle, Yuan Xiang was as kind as a big sister next door. But whenever a woman encounters domestic violence, a young child becomes malnourished due to family difficulties, and the child is obstructed from going to school by his father, Yuan Xiang will always show a strong side.
From the chairman of the village women's federation to the deputy secretary in charge, and then to the deputy director of the office of the Women's and Children's Working Committee of Yueyang Lou District, the secretary of the party group of the Immigration Management Center in the reservoir area, and the secretary of the party working committee of Sanyanqiao Street, despite several changes in her position, Yuan Xiang has always adhered to her original intention, always supported the "umbrella" of rights and interests for women and children, and protected "her" for 27 years. Based on this, in December 2021, Yuan Xiang was awarded the title of "National Advanced Individual for Safeguarding the Rights and Interests of Women and Children" by the All-China Women's Federation.
Guarding the marriage of the village woman
Few people know that when the time goes back to 27 years ago, Yuan Xiang, who first entered the workplace, almost gritted his teeth and survived.
In August 1995, Yuan Xiang, who had just graduated from agricultural school, was assigned to work in the Women's Federation in Beigang Village, Yueyang City. "At that time, it was the poorest village in the region." Wages are paid from time to time; the canteen is not available in the village, and as a village cadre, she eats three meals a day very "casually", and sometimes has to cheekily go to the villagers' homes to rub rice. At night, there was no bed to sleep in, and more often than not, she would bring a few wooden chairs and cobble together a "coping" night in the office.
But even so, Yuan Xiang did not slacken off at all, sticking to her post - during the day, she went door to door, and at night, she sorted out the situation of each family one by one, and soon, most of the family situation in the village she remembered.
As a woman's "mother's family", the "guardian" of children, those left-behind children who lack care, poor women who are suffering from diseases, and the elderly, weak, sick and disabled who have no one to take care of them, are the people Yuan Xiang has always remembered.
One day, Chen Qiao (pseudonym), a woman in the village, told Yuan Xiang that her husband Liu Yong (pseudonym) not only cheated on him, but also often insulted and insulted him. In this regard, Yuan Xiang and village cadres repeatedly conducted detailed investigations with Liu Yong's parents and his neighbors and relatives. After confirming the facts, Yuan Xiang reported Liu Yong's actions to his township and publicly criticized him. Unexpectedly, Liu Yong wanted to divorce after becoming angry and ashamed. "My face is lost, how is this day?" Chen Qiao did not want to divorce, so he found Yuan Xiang again.
To this end, Yuan Xiang went to Liu Yong's house to persuade him many times, and although his in-laws also united the "front line" with Chen Qiao, Liu Yong still insisted on divorce. In desperation, Yuan Xiang found the relevant person in charge of the local court to mediate together. Eventually, the couple reconciled.
Yuan Xiang told the today's women's daily/Fengwang reporter that when she was the chairman of the Women's Federation, the women in the village had anything, as long as they could help, she was never ambiguous. In her free time, she also takes the lead in respecting and loving the elderly, and helps the elderly in the village to do some housework within her ability. "It's just that you can't see others suffering." That's what she said.
It is precisely with the care, patience and concern of the "mother's family" that Yuan Xiang secretly made a decision in his heart, "No matter what position you are engaged in, you must do your best to solve problems for women, children and the elderly." In the past 27 years, Yuan Xiang has always practiced the original intention of protecting "her" and being a "caring person" for women and children.
Let the mountain children eat enough
After several years, Yuan Xiang still clearly remembers Zhang Aimei (pseudonym), a poor household she helped.
It was a day in 2016. When Yuan Xiang visited Guozhen Township in Yueyang Lou District, he inadvertently saw the situation of Zhang Aimei, a poor family: "The son died prematurely due to illness, the daughter-in-law remarried, leaving three children to be lost to the old two, and there was no source of livelihood for the elderly. Seeing this, Yuan Xiang immediately learned about the situation from the poverty alleviation specialist and took the initiative to request that this family be his paired assistance object.
But the first time he came to Zhang Aimei's house, the scene in front of him made Yuan Xiang feel sad and shocked. "The old man's three grandchildren were severely malnourished, and one by one they were short and thin. Moreover, the whole family can only eat two meals a day, the meal is mainly potatoes, and meat can only be eaten during the New Year. The child has not even seen milk since birth. ”
Since then, Yuan Xiang has run to Zhang Aimei's house every three or five minutes, and at the door of the house, the two of them pulled a bench and sat down, and they started to nag. "How's your child doing lately?" "What other difficulties are there at home?" "If you need help when the farmer is busy, feel free to let me know." Since it is the object of help, Yuan Xiang naturally has no reason to go to the door with empty hands, tea rice oil and salt, bed quilts, and children's learning tools, she will all bring them.
But before leaving, Zhang Aimei's stubborn personality was committed again, and the "meeting gift" that grabbed Yuan Xiangti was returned one after another. "You've helped us so much, I can't take this gift." Whenever this time comes, Yuan Xiang feels the most "headache", and always has to try his best to separate Zhang Aimei, "hide" his daily necessities in his home, and then quietly leave.
With the passage of time, Yuan Xiang's work has become busier and busier, but he is still concerned about the changes in Zhang Aimei's family.
Yuan Xiang often encouraged Zhang Aimei to raise some poultry and livestock, plant some tea trees and rapeseed, and when it was ripe, she took the initiative to find a market for her. In addition, she also contacted friends to find a suitable job for Zhang Aimei's husband at the construction site to help the whole family get rid of poverty as soon as possible. Zhang Aimei's home is built in a ravine, the road is potholed and curved, and it takes most of the day to go back and forth to the town whenever there is a rush to the market. In order to facilitate the travel of Zhang Aimei's family, Yuan Xiang communicated and coordinated with relevant units and departments many times, and finally successfully paved the mud road in front of his home into a flat cement road.
The changes in Zhang Aimei's family are just a microcosm of Yuan Xiang's help to poor households. Since then, she has often taken the lead in organizing employment assistance activities to provide employment information and create employment conditions for poor unemployed women in rural and community areas of Yueyang Lou District. Nowadays, the former poor households have taken off their "poor hats" one by one, and their lives are getting more and more prosperous.

Supporting the "protective umbrella" for anti-domestic violence
In March 2021, Yuan Xiang was transferred to the Sanyanqiao Street Office in Yueyang Lou District as the secretary of the Party Working Committee. But not long after taking office, I encountered a tricky matter.
It turned out that after Liu Ni (pseudonym) divorced, her daughter lived with her ex-husband, but in order to let her daughter go to a better primary school, Liu Ni bought a house near the local Chaoyang Primary School, and wanted to move her daughter's hukou to facilitate schooling. "She definitely wants to 'snatch' the child away!" For this reason, the two almost started a lawsuit.
After Yuan Xiang learned of the situation, he went to the door with the chairman of the street women's federation to do the ideological work of Liu Ni's ex-husband. "Rest assured, the court has awarded the child to you, as long as the custody has not changed, the child she (referring to Liu Ni) will definitely 'grab' and not leave." In the end, after yuan xiang's repeated persuasion, Liu Ni's ex-husband agreed to move her daughter to a house and successfully enrolled in school.
In addition to keeping children's education behind, whenever women encounter domestic violence, Yuan Xiang also plays the role of "protective umbrella".
Once, a woman complained to Yuan Xiang that her husband not only did not do housework, but also committed domestic violence against her for a long time, and the government leaders talked to her husband several times, and the husband was "face to face with one set of backs." In this regard, Yuan Xiang thought of an idea.
"At that time, I temporarily found a temporary odd job for Wang Juan (pseudonym), and as a result, within a few days of her work, her husband found the Women's Federation and hoped that his wife could go home." Thinking of Wang Juan's encounter, Yuan Xiang also lost his temper for a while, and asked in front of his face: "Don't you often beat her?" Without her around, you are more free. In the end, the man took Wang Juan home after repeatedly promising "no quarrels and no beatings".
In recent years, Yuan Xiang has been committed to legal rights protection services, actively participated in organizing women's rights protection knowledge lectures, applied for legal aid for women who suffered domestic violence, and took the initiative to cooperate with relevant units to conduct door-to-door mediation, and has received and handled more than 30 rights protection cases.
Yuan Xiang said frankly that after working in the street for nearly a year, countless residents came to the door every day to ask for help and reflect the situation, but he would be patient and listen to their demands every time, and all the contradictions were resolved in warmth. "As long as it is good for the masses, I will try my best to do it, listen to their voices with my heart, feel their difficulties with affection, take the initiative, respond positively, pursue them to the end, solve the difficulties around them, and strive to be the 'intimate people' of the masses."
