In this recommendation, the Shanghai Municipal Committee of the Peasants' and Workers' Party said that data have shown that about 30 million people under the age of 17 nationwide have related emotional disorders, and a sample survey showed that the detection rate of adolescent depression in 2020 was 24.6%, and a quarter of the people who received psychotherapy each year were adolescents.

It is mentioned in the recommendations that the depressive symptoms of minors are often manifested as lack of vitality, insomnia, anorexia tendencies, lack of security, etc., but these more obvious depressive symptoms are often considered by parents to be "too stressful to study and heavy academic pressure", and the solution is to supplement dietary nutrition and force children to rest. The committee members also found that at present, society and the Internet are filled with all kinds of so-called "psychological counselors," "psychological mentors," and "psychotherapists," as well as all kinds of so-called "psychological assessment forms" and mental health articles with a strong flavor of "chicken soup for the soul" and most of them copied and pasted, which instead make parents and children mistakenly think that psychological problems can be solved through these channels, but they have fear and rejection of formal and professional mental health medical institutions. In fact, many so-called "psychologists" in the current society do not have the qualifications of practicing physicians and have no clinical experience. They suggested more active, proactive, and widely publicized, so that schools, parents, and children could boldly consult professional mental health medical institutions when they encountered psychological problems.

Not long ago, the Shanghai Mental Health Center expanded the Shanghai Psychological Assistance Hotline "962525" on the basis of the 18 psychological assistance hotlines in the original urban area, with more than 300 psychological counselors on duty 24 hours. The committee members suggested that the "962525" can open a psychological hotline for primary and secondary school students, summarize a scientific path of adolescent mental health intervention, and create a brand that reflects the temperature of Shanghai.

Comprehensive statistics show that the average sleep time of adolescents in 2020 is 7.8 hours, which is about 40 minutes less than the average sleep time of school days in primary and junior high school in 2009, and about 10-20 minutes in high school. Due to the popularity of devices such as mobile phones and the influence of the Internet, teenagers "sleep more and more late" may lead to the occurrence of depression. The committee members also called on parents to lead by example, take the lead in playing less mobile phones, spend more time interacting with their children, and lead by example to ensure the quality of their children's sleep and the regularity of work and rest.
