The next day, Dong Qiwu flew back to Suiyuan, and that night he summoned a meeting of local military and political figures to convey the situation of the meeting with Fu Zuoyi, and highlighted the development of the national situation after the three major battles of Liaoshen, Huaihai, and Pingjin, and pointed out the fact that the general trend of the Kuomintang was irreparable.

At the meeting, although most people believed that the road of peaceful liberation should be followed, a small number of people were skeptical, and some people had an ambiguous attitude, did not say a word, and some even became angry.

Shortly after Dong Qiwu's return, the front-line troops of the People's Liberation Army in Suidong clashed with the Kuomintang troops on the Suiyuan front in the area of Taobuqi Station, sixty miles east of Guisui. The situation in Suiyuan was suddenly tense, and Dong Qiwu immediately sent a telegram to Fu Zuoyi asking for instructions, and after Fu Zuoyi contacted the North China Bureau, he conveyed Chairman Mao's instructions: "The troops of the two sides should stop fighting, and the Suiyuan issue should be resolved peacefully." In this way, the situation in Suiyuan tends to be calm.

At a time when the front line was clashing, Pan Xiuren (who was also the director of the construction department) and Zhang Xiaomin (also the director of the finance department), chairman of the Kuomintang Suiyuan Provincial Party Department, went so far as to demand that Dong Qiwu immediately take Suiyuan's main military and political forces to the west. In late April, in order to speed up the pace of the Suiyuan uprising, Fu Zuoyi sent An Chunshan, the former first and fourth armies of the Suiyuan clan, to Suiyuan with the draft "Suiyuan Peace Agreement" drawn up and the provisional demarcation map of the garrisons of the two sides, and An Chunshan said to Dong Qiwu: "Mr. Fu asked me to tell you, first do a good job in internal work, hold an uprising when it deems appropriate, and carry out a complete uprising, so as not to split the troops and cause losses to the people. ”

After the peaceful liberation of Peiping, in order to prevent the Suiyuan uprising, the Kuomintang authorities took a series of interventions against Suiyuan. The first was to force Dong Qiwu to withdraw west with his troops by stopping military expenditures. At that time, the Kuomintang troops stationed in Suiyuan, together with military and political personnel, totaled no less than 100,000, and suddenly cut off military expenditures, resulting in military and political personnel falling into difficulties in their lives.

Dong Qiwu sent telegrams on many occasions asking for military pay, and the reply he received was: "Let Chairman Dong come." Of course, Dong Qiwu could not go, and if he went, he would be placed under house arrest, and if he went, he might be killed. Suiyuan was a small and barren province, and after the military salary was cut off, Dong Qiwu had to do everything possible to take measures to maintain the minimum living of the officers and men and administrative personnel of the army. When summer came, the Kuomintang soldiers in Suiyuan had no clothes to change, so they had to pull out the cotton and change it to winter clothes. Despite this, Dong Qiwu was not intimidated by these difficulties, and his determination to revolt was firm.

On 16 June, the Nationalist government, which had moved to Guangzhou, sent a telegram saying that it had summoned the chairmen of the Kuomintang provinces to a meeting in Guangzhou, asking Dong Qiwu to attend, and that Guo Jiyao, deputy military and political commander of the Northwest, who was in Lanzhou, would send a plane and send Ma Liangbi, the supervisor of the sub-supervisory section of the Suiyuan Thirty-second Army Station in Lanzhou, to take a plane to pick dong Qiwu to Lanzhou and then transfer to Guangzhou. Dong Qiwu was militarily important in the front, so he resolutely refused to go on the pretext of leaving. With the liberation of Beiping, Tianjin, Chahar, and Northern Jin, The Kuomintang agents in these places fled to Suiyuan. Zhang Qingen, the head of the central unification's secret service in northern China, also came to Suiyuan from Beiping, and under the instruction of Zhang Qingen, the activities of Suiyuan agents were very rampant, creating many rumors that undermined the peaceful liberation of Suiyuan.

On July 24, Wang Shixin, a member of the working group sent to Suiyuan by the North China Bureau, was shot and killed by agents, which cast a shadow on the peaceful liberation of Suiyuan.

Dong Qiwu was very angry at the crimes of the spies and very anxious about Suiyuan's peaceful future, so he immediately sent a telegram to Fu Zuoyi. When Chairman Mao learned of this, he specially received Fu Zuoyi and instructed: "Things are tortuous, the revolution cannot be without sacrifice, Suiyuan is liberated, and the 'Suiyuan way' will not change."
