Pingquan County, a famous city of Chengde in Hebei Province, is located in the northeast of Hebei Province, at the junction of the three provinces and districts of Hebei, Liaoning and Mongolia, bordering Lingyuan City of Liaoning Province to the east, Kuancheng County to the south, Chengde County to the west, and Ningcheng County of Inner Mongolia to the north.

  Pingquan is an important birthplace of the Hongshan culture and Khitan culture of the Chinese nation, where Liao culture and Qing culture are inherited and integrated, forming a unique cultural heritage. There are more than 160 ancient sites and tombs such as Huizhou City, Liaoda Changgong wen Tomb, Dou Jingyong Tomb, etc., covering 13 townships in the county.   In July 1940, Li Yunchang, commander of the Jidong Military Subdistrict, sent Zhou Zhiguo and others to the Chengde Ping (Quan) Ning (He) area to carry out anti-Japanese activities, establish an anti-Japanese regime, form an anti-Japanese contingent, and carry out guerrilla warfare. In September 1941, Gao Lingyun, the Propaganda Committee of the Sixth District of Qian(An)Qing(Long)Ping(Quan)United County, developed Yu Fenghai, the first Communist Party member of Pingquan County, in Dangba Dashihu Village. In January 1944, Cheng (De) Ping (Quan) Ning (Cheng) United County established the first party branch of Pingquan County in Pingfang Shidongzi Village, and the secretary of the party branch Zhou En. After the victory of the War of Resistance Against Japanese Aggression, the Communist Party of China successively set up the Qingping Working Group, the Qingping Office, the Qianqingping United County, and the Chengping-Ninghe United County in the territory of Pingquan County, set up more than 10 party branches, recruited more than 40 party members, established an anti-Japanese armed force of more than 260 people, created the Chengpingning Anti-Japanese Guerrilla Base Area centered on Pingquan Bald Mountain, and fought dozens of battles with the Japanese puppet army, of which the larger battles were: attacking the Japanese and puppet police strongholds, the battle of The Bald Mountain, the Battle of Pandaoliang, and the intelligent seizure of enemy and pseudo-materials.   During the War of Resistance Against Japanese Aggression, more than 700 young and middle-aged people in Pingquan successively joined the anti-Japanese guerrillas or main forces, and more than 50,000 people participated in anti-Japanese activities. Zhou Zhiguo, Yang Yumin and other older generations once braved the rain of bullets and bullets here, born into death and fought bloody battles with the enemy; Left behind the combat footprints of gaoqiao, Liu Yuancun and other revolutionary martyrs; Pei Wenhe, Bao Wensheng, Liu Changying, Ding Dinghuo, and a number of other revolutionary martyrs spilled their blood on this hot land and sacrificed their young lives for the people's anti-Japanese cause.

  In August 1945, Hirazumi was restored, and in September, the Hirazumi County Party Committee and the county government were established. In January 1946, the Kuomintang troops followed Chiang Kai-shek's instructions and concentrated their heavy troops to attack Rehe from the southwest and east third roads. The Cpc Jireliao troops led the people of Pingquan to carry out a tenacious struggle against the Kuomintang troops on the land of Pingquan in order to defend the fruits of victory and defend Chengde, which opened the prelude to the defense of Chengde. During this period, large-scale battles were successively fought, such as the Road Tiger Ditch Blockade Battle, the Shadow Monument Shanzi Blockade Battle, the Pingquan County Town Scramble, the Siege and Annihilation Battle of the Quecer Tree, the Xiaosigou Blockade Battle, the Loess Liangzi Blockade Battle, and the Phoenix Ridge Blockade Battle. The victory in the defense of Chengde smashed the Kuomintang's conspiracy to capture Chengde in vain, and turned the people's army on the Rehe battlefield from passive to active.

  During the eight-month defense of Chengde, the Pingquan County Party Committee and the county government, which were located on the main battlefield, went all out to organize and support the frontline operations, and the cadres of various districts and villages organized the masses to raise grain and grass, prepare stretchers, transport ammunition, materials, send water and food, and rescue the wounded. During the defense war, Pingquan County supplied 1 million kilograms of grain, 2 million kilograms of firewood and grass, 12,000 pairs of military shoes, more than 100 large vehicles, more than 1,000 stretchers, more than 1,300 wounded people, and more than 6,000 people who participated in the front of the support, making a major contribution to the victory of the Chengde defense war.

  During the Liberation War, 12,344 young and middle-aged people in Pingquan County joined the People's Liberation Army and local troops, and 381 outstanding sons and daughters of the Pingquan people gave their precious lives to the people's liberation cause, making major contributions to the founding of New China.
