It is recommended that the government open up resource access and support for public parking lots, effectively and reasonably optimize the allocation of land resources, optimize the approval process for high-voltage new installation (capacity increase) of power exchange projects, implement the requirements for compressing the time limit for application, open up multiple households at one site, and accelerate the construction cycle.

Second, further improve the relevant policies and regulations of the power exchange model, optimize the announcement regulations of the power exchange model, establish an exclusive announcement certification system for the power exchange model, and form a separate certification of the car and the battery under the separation of vehicle electricity. At the same time, we will further improve the national traceability system for new energy vehicles, and optimize the adaptation of vehicle-to-electricity separation mode (such as vehicle-to-electricity separation insurance).

Third, accelerate the standardization and generalization of power exchange modes. Promote the standardization of software and hardware protocols for power exchange interfaces, preset 2-3 technically advanced interface forms to formulate recommended standards; standardize the mechanism, form and compatibility of power exchange stations, so that technologically advanced power exchange stations can be given priority recommendations; promote the standardization of power exchange battery packs, so that power exchange battery packs can truly be interchanged between different car companies, different power stations and different users.

With the strong support of various ministries and commissions of the state, the development of the intelligent and connected vehicle industry has achieved great results.

Zhu Huarong said that in order to achieve the popularization and application and large-scale development of intelligent networked vehicles, it is necessary to effectively integrate resources such as government, enterprises, markets, and technologies to accelerate the construction of industrial ecology. To this end, he suggested that the system of laws and regulations should be improved to accommodate the development of emerging industries within a safe and controllable scope. At the same time, through government guidance, regulatory guarantees, and unified standards, industry cooperation is accelerated and data barriers are broken. "It is necessary to reasonably relax the requirements for automotive data security and privacy protection, establish a credible automotive data circulation channel, and promote the development of intelligent and connected vehicles while meeting data security requirements."

Regarding the electronic certificate of vehicle qualification, Zhu Huarong believes that the electronic certificate of bills is an inevitable trend of social development, and a variety of paper certificates, including the paper version of the vehicle certificate, affect the efficiency of the household processing of new vehicles, increase the cost and difficulty of social management, and increase the cost burden of enterprises. Therefore, he suggested replacing the paper vehicle certificate with an electronic certificate of conformity, and by opening up the industrial chain information management system, the operation process between "consumers, vehicle enterprises, dealers, financing institutions, and vehicle management offices" can be realized online circulation, thereby improving the national information management capabilities, improving market management efficiency, improving consumer satisfaction, and reducing industrial costs.

Regarding the introduction of foreign car companies by local governments after the relaxation of the share ratio, this is actually an area where China's auto industry will undergo major changes this year. From 1 January 2022, the restriction on foreign ownership in passenger car manufacturing and the restriction that the same foreign company can establish two or fewer joint ventures in China to produce similar vehicle products will be abolished.

He believes that the main problems that exist at present are: the leading cadres and workers of some enterprises and institutions have insufficient understanding of mental health and do not attach enough importance to it; the social and enterprise popularization of mental health education is not enough, and the awareness of prevention is not strong; the role of social and enterprise mental health organizations is not prominent, the number of full-time personnel is too small, the level is uneven, the funding investment is insufficient, and the linkage mechanism between each other is not sound enough.

Zeng Qinghong said that the mainland automotive chip self-sufficiency rate is less than 10%, the localization rate is only 5%, the supply is highly dependent on foreign countries, and there are many problems.

He suggested that in the short term, it is necessary to coordinate and stabilize the market and ensure the supply of chips; in the long run, deepen the industrial layout and promote industrial development.

Zeng Qinghong pointed out that the development of industrial software industrialization in the mainland is far behind that of developed countries, and the pace of localization is relatively slow, and the ability to control autonomy is weak, or it will become the next "lack of core" problem, which will affect the development of the manufacturing industry.

Zeng Qinghong believes that the implementation of the new energy vehicle subsidy policy in the mainland for many years has played a key role in the growth of emerging markets and effectively enhanced the competitiveness of the new energy automobile industry. The national subsidy slope will be stopped at the end of this year, resulting in high cost pressure on supply-side enterprises, the demand side based on the anxiety of "safety", "charging difficulties", "slow charging" and other issues, consumption enthusiasm also needs to be improved; at the same time, the overall scale of new energy vehicles is still relatively small, supporting infrastructure construction (such as charging, power exchange, etc.) still has a large room for improvement, and the long-term development of the industry has a long way to go.

He suggested that the first is to postpone state subsidies for one to two years, simplify the procedures for receiving subsidies in the early stage, and alleviate the financial pressure of enterprises.
