On September 1, the Ministry of Industry and Information Technology and other seven departments jointly released the work plan for stable growth of the automotive industry (2023-2024). The plan proposes to achieve annual vehicle sales of about 27 million units in 2023, a year-on-year increase of about 3%, of which new energy vehicle sales are about 9 million units, a year-on-year increase of about 30%; The added value of the automobile manufacturing industry increased by about 5% year-on-year. In 2024, the operation of the automotive industry will remain in a reasonable range, and the quality and efficiency of industrial development will be further improved.
The plan proposes to support the expansion of new energy vehicle consumption. Organize and carry out the pilot work of the pilot zone for the comprehensive electrification of vehicles in the public sector, accelerate the promotion and application of new energy vehicles in the fields of urban public transport, taxi, sanitation, postal express, urban logistics and distribution, research and explore the promotion of zero-emission pilot projects for regional freight heavy trucks, and further improve the level of electrification of vehicles in the public sector. Organize and carry out new energy vehicle activities to the countryside, encourage enterprises to develop more advanced and applicable models, and fully tap the consumption potential in rural areas. Encourage the application of battery swap mode of new energy vehicles, and promote the deep integration and development of new energy vehicles and energy. Further promote the demonstration of fuel cell vehicles and steadily increase the application scale of fuel cell vehicles.
The plan also mentions stabilizing the consumption of fuel vehicles. All localities shall not add new car purchase restriction measures, and encourage regions that implement automobile purchase restrictions to add a certain number of car purchase indicators on the basis of the 2022 car purchase indicators to further promote automobile consumption. Strengthen the monitoring of industrial development and the assessment of market dynamics, encourage localities with the capacity to research and formulate relevant support policies on the premise of fairness, justice and openness, eliminate local protection behavior, and maintain a unified national market. Encourage enterprises to be green and low-carbon-oriented, actively explore technical routes such as hybrid and low-carbon fuels, and promote the stable development of the fuel vehicle market. Encourage enterprises to increase the supply of high-end and customized RVs, pickup trucks and other products, and tap the consumption potential of market segments.
