The detailed rules for the trade-in of cars, which have attracted much attention, were officially announced on the 26th.

How much can I get for the subsidy?

According to the regulations, from the date of issuance of the detailed rules to December 31, 2024, individual consumers who scrap fuel passenger vehicles with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018, and purchase new passenger cars that meet the energy-saving requirements can enjoy a one-time fixed subsidy.

Among them, a subsidy of 10,000 yuan will be given to those who scrap the above two types of old passenger cars and purchase eligible new energy passenger vehicles, and a subsidy of 7,000 yuan will be given to those who scrap fuel passenger cars with emission standards of China III and below and purchase fuel passenger cars with a displacement of 2.0 liters or less.

Where to apply for the subsidy?

According to the "Car Trade-in Subsidy Q&A Manual" released by the official account of "Business Micro News", the mobile phone can search for the "Car Trade-in" Mini Program on the homepage of Alipay, Douyin, WeChat, and UnionPay platforms, or directly scan the QR code of the "Car Trade-in" Mini Program to enter the application page.

On the computer side, you can log in to the website of "National Automobile Circulation Information Management System" and click on the topic of "car trade-in" to enter the application page.

How to receive the subsidy?

According to the Q&A manual, there are several steps: the applicant scraps the old car in his name and obtains the "Scrapped Motor Vehicle Recycling Certificate", cancels the old car in his name and obtains the "Motor Vehicle Cancellation Certificate", purchases a new car and obtains the "Uniform Invoice for Motor Vehicle Sales", and goes through the registration procedures to obtain the "Motor Vehicle Registration Certificate";

All such certificates and certificates should be issued between the date of issuance of the detailed rules and December 31, 2024;

In this process, it is important to note that the applicant for the subsidy must be an individual consumer, and the owner of the scrapped vehicle and the new vehicle must be the same person.

How is the subsidy issued?

According to the official, after the owner completes the procedures for scrapping the old car and buying a new car, he submits the application for subsidy information through the car trade-in platform, and after the qualification review is passed, the local financial departments will transfer the subsidy funds to the bank account provided by the applicant according to the procedure.

Who should the old car be sold to?

Owners of old cars need to hand over scrapped old cars for sale, and qualified scrap recycling and dismantling enterprises will be scrapped.

The list of scrapped and dismantling enterprises can be inquired through the local competent department of commerce, local telephone consultation hotlines, car trade-in applets, etc.

The new regulations also make it clear that all localities shall not require the sale of scrapped vehicles to designated enterprises, and shall not set up a separate subsidy catalogue or enterprise list with regional and technical product orientation.

The previously issued "Action Plan for Promoting the Trade-in of Consumer Goods" clearly states that in addition to automobiles, this round of trade-in consumer goods also includes home appliances and home decoration, kitchen and bathroom.
