In 2022, the automobile standardization work adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Session, bases itself on the new development stage, completely, accurately and comprehensively implements the new development concept, and in accordance with the requirements of the National Standardization Development Outline, the New Energy Automobile Industry Development Plan (2021-2035) and other documents, closely follows the development trend of automobile technology and the actual needs of the industry, fulfills the mission, and strives to create a new situation in automobile standardization work. Provide solid support for the high-quality development of the automobile industry.

First, continue to improve the top-level design of standards, and strengthen the overall coordination of all parties

1. Improve and perfect the automotive technical standard system. Further optimize the "14th Five-Year Plan" technical standard system of the automotive industry, continue to improve the guidelines for the construction of standard systems in key areas such as new energy vehicles and intelligent networked vehicles, study and formulate a standard system for testing equipment for intelligent and connected vehicles, and accelerate the construction of an automotive chip standard system.

2. Coordinate and promote the standardization of automobiles. It attaches great importance to the cross-integration of automotive standards, promotes the establishment of a cross-industry and cross-field work collaboration mechanism, further strengthens industry collaboration and up-down linkage, vigorously promotes the overall coordination of standards in key areas such as electric vehicle charging, automobile chips, and intelligent networked vehicles, and continuously improves the openness and transparency of standard work.

3. Strengthen the whole life cycle management of standards. Strengthen research on standard technology sources and industry needs, encourage industry institutions, industry enterprises, and the public to put forward standard needs and opinions and suggestions; continue to increase the breadth and depth of standard publicity, and support the implementation of standards through in-depth interpretation of standard content and requirements; carry out phased evaluation of the implementation effect of key standards, and continuously improve the quality level of standards based on mainland government management and industrial development trends.

Second, accelerate the development of standards in emerging fields and help industrial transformation and upgrading

4. New energy vehicle field. Start the revision of standards related to the safety of electric vehicle power batteries, further improve the thermal runaway alarm and safety protection level of power batteries, accelerate the research on a series of standards for remote service and management of electric vehicles, revise the safety requirements standards for fuel cell electric vehicles after collision, and further strengthen the safety guarantee of electric vehicles. Carry out pre-research on the standards for the maximum power test methods of hybrid electric vehicles, promote the formulation and revision of standards such as the test methods for the dynamic performance of pure electric vehicles and hybrid electric vehicles, the technical requirements and test methods for drive motor systems, and continue to improve the standard system for electric vehicles and key components. Carry out pre-research on power battery durability standards, promote the research on power battery electrical performance, thermal management system, exhaust test methods, general requirements for power battery recycling, management specifications and other standards, and promote the performance improvement and green development of power batteries. Comprehensively promote the research on vehicle standards such as energy consumption and mileage, low temperature starting performance, and power performance test methods of fuel cell electric vehicles, as well as standards for key system components such as fuel cell engine performance test methods and on-board hydrogen system technical conditions, and support the research and development, application and demonstration operation of key technologies for fuel cell electric vehicles. Accelerate the construction and improvement of the electric vehicle charging and replacement standard system, promote the formulation of standards for pure electric vehicle vehicle vehicle power exchange system, power exchange general platform, power exchange battery pack, etc.; carry out research and verification of electric vehicle high-power charging technology upgrade schemes, and accelerate the revision and release of a series of standards such as electric vehicle conduction charging connection devices。

5. Intelligent networked vehicle field. Carry out pilot projects for online upgrade management of automotive software, organize trial verification of standards such as information security management systems, and complete the review and approval of mandatory national standards such as software upgrades, vehicle information security, and automatic driving data recording systems. Promote the preparation of draft standards for general requirements of L3 and above such as automatic driving function requirements, design operating conditions and on-board positioning systems for intelligent networked vehicles, complete the formulation and release of test method standards such as closed sites, actual roads and simulations, and carry out standard verification tests for L2-level combined driver assistance systems, and strongly support the management of intelligent connected vehicle enterprises and product access. Accelerate the formulation of key standards for security assurance such as information security engineering, emergency response, general data requirements, on-board diagnostic interfaces, digital certificates and password applications, and further strengthen the construction of information security and network security systems for intelligent and connected vehicles. Optimize and improve the subsystem of technical standards for vehicle network connectivity functions, promote the research and approval of standards such as vehicle information interaction systems based on LTE-V2X, applications of automotive safety early warning scenarios based on network connectivity functions, and corresponding interactive interface specifications, coordinate to promote the formulation of relevant standards for smart city network infrastructure, and support the interconnection of intelligent connected vehicles and smart city infrastructure, intelligent transportation systems, and big data platforms. Complete the formulation of a series of standards for the operating system of intelligent and connected vehicles in stages, and carry out the development of standards such as test equipment that meets the characteristics of mainland traffic.

6. Automotive electronics field. Complete the review and approval of standards for key system components such as wireless communication terminals, millimeter-wave radar, active/passive infrared, accelerate the formulation of hands-free calls and voice interaction standards, and start the development of standards for vehicle-mounted accident emergency call systems, vehicle-mounted satellite positioning systems, head-up display systems, and lidar to meet the growing demand for on-board electronic system standards. Promote the revision of the basic general standards for electromagnetic compatibility of vehicles and parts, and start the pre-research of standards such as radio frequency performance evaluation of vehicle antenna systems, vehicle radiation emission limits, human body electromagnetic exposure, vehicle lightning effects, and communication performance of vehicle antenna systems. Complete the formulation of standards for vehicle expected functional safety, vehicle functional safety audit and evaluation methods, and functional safety of drive motor systems for electric vehicles, and further improve the functional safety and expected functional safety standard system.

7. Automotive chip field. Carry out research on the chip demand of automobile enterprises and the technical capabilities of the automobile chip industry, and jointly research and release the automotive chip standard system in related industries such as integrated circuits and semiconductor devices. Promote standard research and projects such as MCU control chips, sensing chips, communication chips, memory chips, security chips, computing chips, and special chips for new energy vehicles. Started the pre-research of general specifications and standards such as functional safety, information security, environmental reliability, and electromagnetic compatibility of automotive chips.

Third, strengthen the leadership of green technology standards and support the realization of the double carbon target

8. Energy consumption field. Complete the solicitation of opinions on the fourth phase of fuel consumption limit standards for light and heavy commercial vehicles, and accelerate the formulation of fuel consumption limits for the sixth stage of passenger cars and electric vehicle energy consumption. Carry out standard research on the evaluation method of high-efficiency motors and other passenger vehicle out-of-cycle technical devices, and start the pre-research of the standards for monitoring the energy consumption of passenger cars on the road. Completed the review and approval of energy consumption marking standards for light gasoline and diesel vehicles, external rechargeable hybrid electric vehicles and pure electric vehicles.

9. Carbon emissions. Carry out research and approval of basic common standards such as general requirements for road vehicle greenhouse gas management, terminology definitions, and carbon neutrality implementation guidelines. Promote the research and approval of relevant standards for carbon emissions and accounting methods of vehicle manufacturers and products. Started pre-research on carbon footprint labeling of automotive products and standards for assessing greenhouse gas carbon emission reduction methods for driving conditions of electric vehicles.

Fourth, improve the relevant standards of the vehicle foundation and consolidate the foundation for quality improvement

10. Automotive safety field. Promote the release of standards for the installation of gas vehicle gas systems, the performance and installation of indirect field devices, and accelerate the integration of lighting standards, as well as the revision of standards such as seat belts and fixing points for motor vehicle occupants, and restraint systems for motor vehicle children's occupants. Promote the revision of standards for passenger car braking systems, front and rear protective devices, top compressive strength, pedestrian collision protection, side impact occupant protection, rear collision fuel system safety requirements, and anti-theft devices, and further strengthen passenger car safety requirements. Do a good job in publicizing and implementing the standards for the protection of occupants of commercial vehicles, promote the release of standards for the strength of passenger car seats and their vehicle fixings, accelerate the revision of standards for external protrusions in commercial vehicles, the safety of special school buses, the strength of special school bus student seats and their vehicle fixings, continue to promote the integration of standards for dangerous chemical transport vehicles such as dangerous goods transport vehicles, explosives and highly toxic chemical vehicles, and carry out the implementation assessment and mandatory implementation of the light vehicle/commercial vehicle electronic stability control system (ESC) standard feasibility analysis Continuously improve the safety level of commercial vehicles. Further improve the vehicle accident and quality evaluation standard system, and start the pre-research of standards such as automobile failure mode and accident classification.

11. Traditional vehicle field. Around the height of the self-dumping semi-trailer railing, the length of the 45-foot container train, etc., the revision of the GB 1589 "Outer Dimensions, Axle Loads and Mass Limits of Automobiles, Trailers and Automobile Trains" was launched in a timely manner. With the revision of gb7258 "Technical Conditions for Motor Vehicle Operation Safety" standard, the development of supporting standards such as air suspension vehicle evaluation and technical requirements for lifting bridge vehicles was started. Accelerate the revision of performance requirements and test method standards for automobile trains, and carry out pre-research on standards such as automatic connection of main hooks, strength of connection devices, cargo isolation devices and tie-fixing points. Carry out research on the standard system of light trailers below 3.5t, and carry out relevant standard revision according to the needs of the industry. Promote the pre-study of standards in vehicle handling, active noise reduction, structural durability, and internal and external prompts.

12. Parts field. Standard research and revision of key components such as propulsion air suspension, thrust lever, height control valve, automatic transmission, electronic auxiliary steering system (EPS), various types of sensors, actuators and controllers. Conduct research on quality standards for vehicle parts for new plastics and composites. Accelerate standard upgrades such as 35MPa pressure critical components for compressed natural gas (CNG) vehicles.

V. Comprehensively deepen international exchanges and cooperation and raise the level of opening up

13. Strengthen the coordination of global technical regulations. Comprehensively track the dynamics and trends of the United Nations World Vehicle Coordination Forum (WP.29), earnestly fulfill the obligations of the States parties to the 1998 Agreement and the responsibilities of the Working Group on Autonomous Driving and Connected Vehicles, the Vice Chairman of the Electric Vehicle Safety Working Group, etc., take the lead in the planning and development of key laws and regulations such as advanced driver assistance system components, automatic driving function requirements, automatic driving evaluation methods, data recording systems, electric vehicle safety, hydrogen fuel cell vehicle safety, and vehicle battery durability, and put forward Chinese proposals in a timely manner. Promote 1-2 Chinese standards to enter the global technical regulation candidate outline, and continue to enhance the participation and contribution of international regulatory coordination.

14. Deeply participate in the formulation of international technical standards. Earnestly fulfill the responsibilities of the international organization for standardization road vehicle committee (ISO/TC22) automatic driving test scenarios, the convener of the vehicle radar task force, and the international electrotechnical commission electric vehicle electric energy transmission system committee (IEC/TC69) and other relevant international standard project leaders, accelerate the promotion of automatic driving test scenarios, vehicle millimeter wave radar detection performance evaluation, power battery system functional safety, automotive electronic / electrical components conduction disturbance test methods and other international standard research, Focus on promoting the establishment of international standards such as external protection of passenger cars, negative pressure ambulances, safety glass, low temperature cold start of fuel cell vehicles and maximum speed, and establish 1-2 international standard working groups to continuously enhance the international influence of Chinese standards.

15. Pragmatically promote the exchange and cooperation of Chinese and foreign standards. Make full use of multilateral and bilateral cooperation mechanisms and platforms, consolidate and expand the results of international standards and regulation coordination in the fields of new energy vehicles and intelligent networked vehicles, jointly put forward proposals for international standards and regulations, jointly carry out relevant standards and regulations formulation activities, and promote the formation of an international standardization consensus. Implement the "Belt and Road" initiative, carry out automobile standardization exchanges and training activities with key countries along the route, promote dialogue and cooperation between domestic and foreign standardization agencies, and promote the "going out" of Chinese standards. Bring together the multi-party resources of the industry, continuously expand the team of international coordination experts, and realize the sharing of international coordinated resources and the orderly management of experts.
