On the morning of April 28, the Beijing High-level Autonomous Driving Demonstration Zone (hereinafter referred to as the "Demonstration Zone") held a press conference. At the meeting, the "Implementation Rules for the Management of Unmanned Road Testing and Demonstration Application of Passenger Cars in the Pilot Zone of Beijing Intelligent Connected Vehicle Policy (Trial)" (hereinafter referred to as the "Implementation Rules") were issued, and the pilot of unmanned operation of passenger cars was opened. Baidu and Xiaoma Zhixing obtained the first batch of road test notices for unmanned demonstration applications in the pilot zone.

According to CCTV News, the demonstration area was officially launched on September 11, 2020, with the goal of supporting the large-scale operation of high-level autonomous vehicles above L4 level. According to the classification standards of the International Society of Automotive Engineers (SAE), the intelligence level of the car is divided into six levels from L0 to L5, of which the car intelligent system of L4 level and above can be counted as the real sense of automatic driving.

Nandu reporter learned from the meeting that the release mainly includes two key contents: the construction of the standardization system and the unmanned operation of the demonstration area.

Jie Fei, executive deputy director of the Beijing Municipal High-level Autonomous Driving Demonstration Zone Work Office, said that the standard system released this time is the first complete vehicle-road-cloud integration high-level automatic driving standard system built in the demonstration area, including intelligent networked vehicle technology, vehicle-road collaboration infrastructure, cloud control basic platform, dedicated communication network, basic map, security management and other six parts, forming a cross-field, cross-industry, cross-departmental cooperation work mechanism.

"At present, the development of standards in the two aspects of vehicle-road collaboration infrastructure and intelligent vehicle autonomous driving function testing has been launched." Jerfield added further.

It is worth noting that the demonstration area also opened the pilot of unmanned operation of passenger cars at the meeting, and issued the first batch of road test notices for unmanned demonstration applications in the pilot area to Baidu and Xiaoma Zhixing. In addition, the meeting also issued the "Beijing Intelligent Connected Vehicle Policy Pilot Zone Passenger Car Unmanned Road Test and Demonstration Application Management Implementation Rules (Trial)".

According to the Detailed Implementing Rules, the driverless cars of the two enterprises approved for the first time will provide unmanned ride-hailing services to the public in the core area of 60 square kilometers of the Beijing Economic Development Zone.

According to public information, since August last year, Baidu Radish Run has opened autonomous driving manned travel services in megacities such as Beijing, Shanghai, Guangzhou, and Shenzhen. In November of the same year, Xiaoma Zhixing also launched a commercial pilot of autonomous driving travel services in demonstration areas across the country. However, when these autonomous vehicles provide travel services, the main driver's seat still needs to have safety personnel to intervene manually in an emergency.

This time, the demonstration area is the first time to license the automatic driving demonstration operation of "no one in the main driver and someone in the co-driver". This is of key significance for the commercial landing of fully unmanned autonomous vehicles.

It is understood that Xiaoma Zhixing has previously opened up the experience of unmanned autonomous passenger cars to specially invited users in Guangzhou, with the purpose of collecting feedback on passenger riding experience.

In addition, in terms of compliance with the demonstration operation of driverless vehicles, in addition to the flexible use of a variety of technical tests, the Detailed Implementing Rules also make clear access requirements for applicant subjects, test vehicles and safety personnel from the mileage, order volume, safe operation requirements, etc. In the process of handling violations, the demonstration area explored a points management mechanism for illegal vehicles and applicants.

For the future development of intelligent network unmanned, Kong Lei said at the press conference that the release of the "Implementation Rules" marks the official opening of the application for the unmanned demonstration application of intelligent networked passenger vehicles in Beijing and enters a new stage of unmanned development of intelligent networking.

"At present, the pilot zone has started the final stage of the unmanned policy research work, that is, the research on the manned demonstration policy without safety personnel in the car, and in the future, it will realize that there is no one in the car through the remote assistance of the safety officer."
