The dry Dasha River in the east of the village has attracted many outsiders to steal sand, because the sand contains iron, and stealing sand belts to absorb iron has become an industry, making the whole village dusty and smoking miasma. Large pits on the riverbed are connected to small pits, some of which are tens of meters deep, which not only destroys the water source, but also endangers the personal safety of the villagers. Not only that, the roads in the village have also been cratered by sand digging vehicles, and it is difficult for the people to get out of the village, and the people's grievances are boiling, but there is nothing they can do.
In 2006, Liu Jinguo gave up his prosperous business and was "invited" by the town party committee from Baoding to return to Dong'an Taizhuang Village as a capable person in the village. At the time of the re-election of the branch, he was elected as the secretary of the village party branch with a high vote.

Although Liu Jinguo had heard about this for a long time, after he was elected secretary of the village party branch, he was still a little caught off guard by the chaos in the village. As the most chaotic of the 17 villages in Nanqiao Town, the work ranks first from the bottom, the village committee has no office, and still owes a bunch of foreign debts, as much as 400,000 yuan. The contracted land in the village cannot be recovered when it is due, the contract fee that should be paid is dragged out, and the outsiders absorb iron and sand in the river...
In the face of the chaos surrounding the village, Liu Jinguo convened a meeting of the village "two committees" and, after studying, decided to immediately carry out several tasks: First, repair the road out of the village; second, recover the contracted land, recover the arrears of the contract fee, and reissue the villagers' wages; and third, re-award the beach land.

When the spirit of the meeting was conveyed to the villagers, Liu Jinguo, who had just taken office for a few days, received a threatening phone call from a stranger: "Let your head move in two days, don't wade into this muddy water as soon as possible." "The callers all have foreign accents, and when you check the phone number, it's all a virtual empty number. Some people even sent a message, saying that if Liu Jinguo must re-issue the wasteland and not let the sand mining choose iron, he would beat their children.
Some village cadres advised him not to give a briefing to the town, but to wait for the town to come up with an idea and not to make a whole incident. Liu Jinguo's "stubborn" temper is well-known in Nanqiao Town. For the intimidation and threats of a small number of people, he committed another stubbornness this time -- he had to rectify this unhealthy trend and evil atmosphere! He said to the village cadres, "Don't be afraid, if you are afraid of things, I will not go back to the village to be the secretary of this village branch!" ”
It's hard at first. The first "fire" of the new official's appointment, Liu Jinguo "burned" to the contracted land. On the day the land contract was issued, someone organized and gathered a group of people to maliciously inflate the contract price, and even threatened to "make you unable to wrap up."

"The reasonable contract price of the barren wasteland should be about 300 yuan, and those who are ready to mine sand and select iron after contracting are coaxed at a price of 1,000 yuan per mu, thinking that others can't afford to contract, and finally they will contract sand mining and iron to make a lot of money, and continue to play tricks that do not give contract fees."
Liu Jinguo and the village cadres saw through the sinister tricks of these people, did not budge in the slightest, and clearly stated that the contracted land could only be used for farming, and he assured the villagers who intended to contract: "I am afraid of things and dare not take responsibility, so I will not be this cadre." Rest assured, if everyone can't cultivate the land, I personally compensate. "Righteousness finally triumphed over evil, and all the wastelands were able to smoothly issue contracts.
Strike iron while it's hot. Taking advantage of the deserted land to smoothly issue contracts, Liu Jinguo led the cadres of the "two committees" of the village to drive away those lawless personnel who mined sand and selected iron.
In order to raise funds, Liu Jinguo held a public auction of the village collective timber forest, and once again encountered almost the same obstruction as the contract on the wasteland, and a group of people with ulterior motives repeatedly claimed at the bidding site that they had bought those trees in order to win the bid at a low price in order to make huge profits from it, saying that whoever bought it again spent money and even wanted to take away the leaves. At the critical moment, Liu Jinguo once again stepped forward to confront the opposing policy, won the trust of the real bidders on the scene with the fearlessness of a Communist Party member, and won the bid with 350,000 yuan, which was much higher than the price of 120,000 yuan.
Through the public contracting of wasteland land and the auction of collective timber forests in the village, a total of 450,000 yuan was raised. Liu Jinguo did what he said, and repaid the wages owed by the villagers for many years to repair the canals and roads in the village and the wages of the village cadres. The iron-fisted figure, the iron-fisted ruler of the village, suddenly stabilized the villagers' dissatisfaction. The attitude of the villagers toward Liu Jinguo changed from initial doubt and non-cooperation to gratitude and respect.
