The "Plan" pointed out that our province will adhere to the direction of electrification, networking and intelligent development, optimize the industrial layout, strengthen innovation-driven, accelerate the improvement of the basic capacity of the new energy automobile industry and the modernization level of the industrial chain, and strive to move towards the goal of a strong automobile province.

According to the "Plan", focusing on expanding the scale of the vehicle industry, our province will take Luoyang and other places as the support, consolidate the advantages of the electric bus market, vigorously develop new energy passenger vehicles and commercial vehicles, accelerate the layout of fuel cell vehicles and intelligent networked vehicle industries, and form a "one belt and many points" development pattern.

Among them, specifically, in the cultivation of vehicle production bases, our province will implement "one enterprise, one policy", introduce strategic partners, encourage and promote new energy automobile enterprises in Luoyang and other places to accelerate the innovation of technology and sales models, and achieve production and effectiveness as soon as possible; in accelerating the layout of the hydrogen fuel cell vehicle industry, our province will support key enterprises and R&D institutions in Luoyang and other places to accelerate the research and development and application of hydrogen fuel cell vehicles, stacks, power systems, electric drive systems, etc., and promote the breakthrough of hydrogen fuel cell core key technologies and the industrialization of core components. Gradually form a hydrogen fuel cell vehicle "core components + vehicle" industrial chain.

Focusing on strengthening the core component industry, in the focus on the development of the power battery industry, our province will rely on backbone enterprises and R & D institutions in Luoyang and other places to accelerate the promotion of battery positive and negative electrodes, separators, electrolytes, battery management systems and other technological progress, strengthen battery system technology research, as well as key materials and solid-state power batteries, lithium-sulfur battery technology research and development and industrialization.

Focusing on strengthening the promotion and application of new energy vehicles, in the demonstration application of fuel cell vehicles, our province will support Luoyang and other places to carry out fuel cell vehicle demonstration applications in urban buses, intercity passenger transport, airports, scenic spots, logistics and transportation and other special lines. As one of the key industrial chains for the development of Luoyang, Luoyang new energy automobile industry chain has made major breakthroughs in attracting investment in recent years, and the city's new energy automobile industry chain has been continuously improved, the product variety has become increasingly rich, and the industrial scale has continued to grow, entering a period of rapid development. The city has 7 enterprises with automobile (including modified car) production qualifications, such as China Yituo, CIMC Lingyu, China Construction Second Bureau, Luoyang Guangtong, Zhuhai Guangtong Luoyang Branch, Langchen Caravan, Luoyang Deye, etc., more than 30 key spare parts manufacturers such as AVIC Lithium Battery and Kaimai Electronics, and the revenue of new energy vehicle-related industries exceeds 10 billion yuan.

In the next step, Luoyang City will actively play the role of "double long system", while continuing to carry out the "ten thousand people to help ten thousand enterprises" activities, focusing on Yinlong New Energy, China Yituo, CIMC Lingyu and other vehicle enterprises, integrating upstream and downstream enterprises in the industrial chain such as AVIC Lithium Battery, Kaimai Electronics, Jiasheng New Energy, etc., increasing investment attraction, accelerating project construction, accelerating new product research and development, accelerating market capture, providing strong support for industrial agglomeration with a steady stream of project construction, and striving to build the new energy automobile industry into a pillar industry in Luoyang.
