[Uzbekistan began anti-corruption in the construction field, vowing to turn the construction industry into a corruption-free field] Uzbek President Mirziyoyev stressed at a government work conference on January 29: 1. In 2024, the state investment plan will build 1,637 infrastructure projects. However, corruption in the construction industry is rampant, and neither industry nor local leaders have established a normative system for the effective use of budget funds and ensuring the quality of construction. At present, there is a corruption problem of overestimating the project cost and increasing the project budget, which has swept the whole process related to project design, bidding, construction and acceptance. For example, the design unit "increases" the scale of the project in order to overcharge the service fee, and the construction unit uses inferior building materials, resulting in a "shadow" market in the construction industry. Officials have embezzled, embezzled, and abused budgets from time to time.

2. The construction engineering field will use the "volume" method instead of the "resource" method to prepare the budget. The new rules will first apply to road, drinking water and bridge construction projects from July 1, 2024. Full implementation from January 1, 2025. The "resource" method (ресурсный метод) refers to the design and construction process to allocate the budget according to the resources required for each part of the process, such as how many workers are needed to build a school, how many materials, fuels and equipment, what kind of equipment to use, etc. The "volume" method (объёмный метод) is budget control, which refers to the budget of design, bidding, construction and acceptance according to the final results of the project, and the developer must deliver the project on time, quality and quantity.

3. From July 1, 2024, all construction contracts will be digitized, and contractors will only be able to obtain financial financing through electronic platforms. All construction projects are carried out through the electronic platform "Е-ombor" ("E-Aktiv") of the tax authorities for the purchase of materials and the issuance of electronic invoices (for obtaining funds for the work). The acceptance process must be verified by the Shaffof Kurish (Transparent Building) system. All contractors for projects worth more than 10 billion sums (roughly equivalent to millions of dollars) must select subcontractors through the "Transparent Construction" system. Establish an electronic system where manufacturers, builders, and supervisors can all track the cost of building materials online. The government will set up a "project office" (проектный офис) within the system of the Ministry of Buildings and Housing to review whether the planning and design of projects worth more than 10 billion sums meet safety and energy efficiency standards, whether there is artificial overestimation, and the project will not be accepted without the opinion of the project office. The prosecutor's office system is responsible for combating the shadow economy in the field of construction engineering.
