Recently, Jiangsu Provincial News Broadcasting (People's Daily Online also published) tracked and reported on the installation of elevators in a community in Zhangjiagang City, Suzhou City, and residents revealed a matter of concern to the media: 23 buildings in Jiyuan Garden are prefabricated slab brick concrete structures that have been more than 20 years old, and elevators have been installed under the promotion of the local housing and construction departments and streets. The local housing and urban-rural development department did not do an in-depth and detailed field investigation, but quickly responded, saying that they had closely monitored the overall condition of the house for a long time and found no abnormalities, and emphasized that the majority of owners should live with confidence.
However, a reporter and the owner further investigated and found that the appraisal report document of the residential elevator was suspicious: there was obvious fraud.
The reporter and the owner conducted an in-depth investigation and peeled back the cocoon, and finally proved that:
1. Falsification of the safety appraisal report and geological survey report of the elevator. On September 3, 2021, at the expert review and demonstration meeting held in Conference Room 600 of the Office Building of Zhangjiagang Municipal Bureau of Housing and Urban-Rural Development (the installation of elevators in many communities), it was required that 2 units of 23 buildings of Jiyanghuahua should be evaluated for safety appraisal of external walls and corridors.
It can be seen that the so-called expert appraisal is completely a formality, and the expert review will be carried out if the basic technical information is incomplete; In accordance with the mandatory provisions of the Ministry of Housing and Urban-Rural Development's "General Regulations for the Appraisal and Reinforcement of Existing Buildings" and "General Regulations for the Maintenance and Renovation of Existing Buildings", the safety appraisal of the house was first appraised, not to mention the seismic appraisal report, and I did not know what basis for the renovation and reinforcement was carried out?
2. Elevator manufacturers, together with the design unit, construction unit, and elevator team, with the acquiescence of the Municipal Bureau of Housing and Urban-Rural Development, openly opened the crown Li Dai, the transfer of flowers, and Li Dai Taozhuang, blatantly falsified, and used another Suzhou Kejian Construction Engineering Quality Inspection Co., Ltd., which did not carry out appraisal business in Zhangjiagang, to undertake the real report "deck" of the fake report. It is equivalent to taking the test report of hairy crabs in Yangcheng Lake and putting it on the heads of crabs in other places, which is the legalization of fake and shoddy products. What's even more treacherous and changeable is that the geological survey report of the 23 blocks of Jiyang Garden located in the former Municipal Federation of Trade Unions turned out to be a "deck" of geological reports on the plots of the other Jinglun Factory.
The relevant person in charge of the elevator unit and Jiangsu Guotai Zhongao Elevator Company also made a bold quibble: "Experts think that it is an old building, and it is necessary to make an appraisal, in fact, it is a procedural problem, everyone knows that it is useless, and everyone who understands it." "It seems that the falsification of Canadian documents is quite common, right?
3. The pursuit of profit is the driving force for identifying fraud, and the inaction and dereliction of duty of some grassroots authorities have become a hotbed of fraud.
(1). The installation of elevators, basically not in accordance with the State Council's "Regulations on the Management of Earthquake Resistance of Construction Projects", the Ministry of Housing and Urban-Rural Development's "General Regulations for Identification and Reinforcement of Existing Buildings", "General Regulations for Maintenance and Renovation of Existing Buildings", "General Regulations for Building Fire Prevention" and other relevant mandatory regulations, carry out household safety appraisal, not to mention seismic identification. Prefabricated slab-brick-concrete structures are not seismic fortification, and they cannot withstand identification. Many houses were cracked, tilted, and even dilapidated; Pipeline blockage, etc., the elevator unit does not admit and does not need to bear any responsibility.
(2). The ladder caused cracks in the house, but a rake was turned back to ask the owner to entrust the appraisal. In a community in Shanghai, the wall and tile cracked 1~2cm, 66-year-old Aunt Zhang was dizzy and found cracks, and the local competent authorities actually coordinated to ask her to pay 20,000 yuan for identification.
(3). There were heavy casualties in the collapse of buildings in Changsha, including 4 people who were criminally detained and sentenced to prison for falsifying the appraisal of the house. Why do falsified identifications continue to be banned? Many people still take risks and enjoy it?

(4) Housing structure and seismic safety, involving the safety of personal life and property, how can it be regarded as child's play?
The Guangzhou Municipal Planning Bureau and others clearly replied, "It bears the responsibility of formal examination, and does not conduct substantive examination of the authenticity, legality, and relevance of the content beyond the scope of formal examination." If you can't ensure strict approval and structural safety, the five parties responsible for the ladder do not need to bear the warranty liability, how can the owners live and work in peace and contentment, full of happiness?
You don't see: Isn't it everywhere that "it should be fully loaded", "it can be loaded", and "there are no dead ends" in the 2.6 trillion yuan of the ladder market! With such a big cake, who doesn't want to get a piece of the capital power?
4. The President of the Court suggested that the legal norms should be taken seriously. Hou Danhua, vice president of the First Intermediate People's Court of the Shanghai People's Congress, raised his suspicions: The old communities are all multi-storey brick and concrete structures built in the eighties and nineties of the last century, and these communities are equipped with greening, roads, parking spaces, and barrier-free access for the disabled, all of which are limited by the conditions at that time and do not meet the needs of modern living.
