According to the relevant requirements of the "Regulations on the Management of Kindergartens", "Kindergarten Work Regulations" and the "Notice of Chengdu Municipal Education Bureau on Doing a Good Job in Kindergarten Enrollment and Admission in 2024" (Cheng Jiaohan [2024] No. 28), combined with the actual situation of Pujiang County, the detailed rules for kindergarten enrollment in Pujiang County in the fall of 2024 are formulated.
1. Basic principles

Openness and fairness
Adhere to the principle of fairness and openness in accordance with laws and regulations, take the initiative to disclose kindergarten enrollment information to the public, and standardize the enrollment process.

Age-appropriate preferred
Kindergarten age children are generally 3 to 6 years old, and the autumn centralized enrollment of kindergarten classes is born from September 1, 2020 to August 31, 2021 (including August 31). Priority will be given to meeting the needs of school-age children whose household registration or housing falls within the scope of kindergarten enrollment services before May 1, 2024.

According to the actual situation of regional enrollment, scientific planning and reasonable arrangements are made to ensure that school-age children can enter the kindergarten relatively nearby.

Entrance is free
All kinds of kindergartens shall not be in any form of examination, testing, testing, etc., and shall not refuse to enter the kindergarten with the ability to receive ordinary education.
2. Inclusive kindergarten enrollment
(Including public kindergartens and inclusive private kindergartens)

Publish an enrollment announcement
Before April 28, the county education bureau issued an announcement on the enrollment of inclusive kindergartens. The legal guardians of school-age children can check the enrollment announcement through the official website of the Pujiang County People's Government and the WeChat official account of the Education Bureau.

Unified online registration
From May 22nd to 26th, eligible guardians of school-age children will log in to the "Chengdu Enrollment Examination Information Management Platform" to collect information and fill in a public kindergarten or inclusive private kindergarten within the scope of enrollment services. In principle, children who have obtained public kindergarten registration are not allowed to register in other kindergartens in the same town (street).

Data review
From May 27th to 28th, parents of young children who fill in public kindergartens and inclusive private kindergartens will go to the kindergarten for on-site qualification review with relevant materials.

Unified organization admission
On May 31, public and inclusive private kindergartens were admitted in a unified manner. Kindergartens with fewer applicants than the number of enrollment plans will be admitted directly, and kindergartens with more enrollment plans will be randomly admitted by computer. Children who are not admitted will log in to the "Chengdu Enrollment Examination Information Management Platform" on June 1 and fill in the kindergartens with remaining places within the town (street).

Register for admission to the park
Before June 15, the legal guardian of the child shall go through the kindergarten registration procedures according to the admission notice.
3. Enrollment of private kindergartens
(Except for inclusive private kindergartens)
Pujiang County Xingyuan Huien Kindergarten, Lixue Kindergarten, Xuanbei Kindergarten, and Qinxing Kindergarten are private kindergartens, and the kindergartens implement independent enrollment and take the initiative to accept social supervision. Kindergarten enrollment brochure must be reported to the county education bureau for review and filing after the release of implementation.
Fourth, other groups enter the park

Housing admission
If there is a commercial house purchased in Pu, their children can enjoy the same admission policy as residents with household registration in the community where the house is located. If the household registration and the house are in the same town (street), in principle, the park shall be divided according to the household registration. Housing admission is only applicable to new entrants, and is not applicable to middle and large class children transferring to kindergartens.
From May 6th to 8th, the guardian who applies for housing admission to the kindergarten shall register and submit the materials to the kindergarten within the scope of the housing enrollment service. Those who are found to have provided false information, certificates, certificates and other materials will be disqualified from entering the park.

The children of the recipients of preferential care are admitted to the kindergarten
In accordance with the spirit of the relevant documents on the admission of the children of the preferential care objects, the children of eligible active duty soldiers, the children of martyrs, the children of public security heroes and disabled police officers who sacrificed their lives in the line of duty, the children of the national comprehensive fire and rescue team, the children of cadres and workers in Tibet, the children of high-level talents, the children of front-line medical personnel fighting the epidemic, the children of "Chengdu craftsmen" and other types of preferential care objects, can apply to the relevant departments to enter the park, and after review and confirmation, the county education bureau will implement the preferential education policy in strict accordance with the regulations.

Families with twins (multiple births) are admitted to the kindergarten
When twins (multiple births) participate in the centralized enrollment of small classes in public and inclusive private kindergartens, parents can voluntarily choose twins (multiple births) to bind and register in the same kindergarten.

Families with many children enter the kindergarten
If the household registration or housing of the children who have not entered the kindergarten meets the scope of the kindergarten enrollment service where the children have been enrolled, parents can voluntarily apply and enroll in the same kindergarten. Children who have not entered the kindergarten and children who have entered the kindergarten should study together in the same kindergarten for at least one year.

The children of the relocated households are admitted to the kindergarten
With the demolition agreement signed with the town (street) (the demolition agreement must contain the name of the child to be admitted to the kindergarten), apply to the county education bureau before May 17. The children of the relocated households who choose to be resettled in the existing house can enter the kindergarten according to the enrollment policy of the place of household registration, and can also enter the kindergarten according to the enrollment policy of the resettlement place.

Children of collective households, school-age children entering the country with travel permits, and school-age children in Pu, Hong Kong, Macao, Taiwan and foreign countries entering kindergartens shall be implemented in accordance with relevant regulations.

Improve the awareness of serving the people, through a variety of ways, publicize the enrollment policy, do a good job in policy interpretation, consultation, and take the initiative to disclose kindergarten enrollment information, including the basic situation of the kindergarten, the nature, the scope of services, the enrollment plan, the enrollment conditions, the fee standard, etc.

Strict discipline in enrollment work
Improve the enrollment supervision mechanism, standardize enrollment behavior, and strictly enforce enrollment discipline. Kindergartens should strictly implement the relevant fee regulations, and effectively strengthen and standardize the management of fees. All kinds of violations of discipline and regulations in the enrollment of kindergartens will be resolutely investigated and dealt with together.

Promote the informatization of enrollment work
In accordance with the provincial and municipal requirements, our county uniformly uses the "Chengdu Kindergarten Enrollment Service Platform" to enroll students, and implements unified management in the city. Kindergartens to strengthen the management of children's registration, after the children go through the registration procedures, kindergartens should be completed in a timely manner in the "National Preschool Education Management Information System" in the new enrollment of children and transfer of kindergarten children registration.

Strengthen organizational safeguards
All relevant units should strengthen coordination and cooperation to ensure the smooth and orderly development of enrollment and admission work.
The county education bureau is responsible for formulating, interpreting and publicizing the enrollment policy, implementing the "sunshine enrollment", actively doing a good job in policy publicity and guidance, timely and actively announcing the relevant information about enrollment and admission, and strengthening the publicity and interpretation of enrollment and admission policies and hot issues of concern to the masses. Approve the kindergarten enrollment plan and enrollment plan, guide the kindergarten to review the qualifications of school-age children's household registration, housing, student status, etc., maintain and manage the online registration system, coordinate with relevant departments, and ensure that the enrollment work is smooth and orderly. Establish mechanisms for joint investigation and exposure, and seriously investigate and deal with acts that seek benefits in the name of enrollment and admission to kindergartens, and if they are suspected of violating the law or committing crimes, they will be transferred to the judicial department for legal responsibility.
The county public security bureau, the county planning and natural resources bureau, the county administrative examination and approval bureau and other units are responsible for the handling of housing admission and other related certification materials or material authenticity review services.
The Organization Department of the County Party Committee, the United Front Work Department of the County Party Committee, the County Armed Forces Department, the County Shuangyong Office, the County Federation of Trade Unions, and the County Emergency Management Bureau are respectively responsible for reviewing the application materials for the children of the relevant preferential care targets to enter the kindergarten, and are responsible for the authenticity and completeness of the application materials, and the review list shall be submitted to the County Education Bureau in a timely manner.
The Office of the County People's Congress, the Office of the County Political Consultative Conference, the organs of the County Commission for Discipline Inspection and Supervision, and the Organization Department of the County Party Committee are responsible for coordinating the participation of the "two representatives and one member" in the enrollment supervision work, and strictly investigating and punishing illegal enrollment behaviors.
The Propaganda Department of the county party committee is responsible for the publicity and guidance of enrollment and admission to the park, and creates a good social atmosphere.
Each town (street) is responsible for coordinating the enrollment of kindergartens within its jurisdiction. This notice shall come into force on the date of issuance, and shall be interpreted and organized by the County Education Bureau.
