1. Sichuan's financial investment in ecological environment has increased significantly
"In recent years, Sichuan has increased financial investment, innovated and explored financing channels such as green credit, green bonds, green funds, green leasing, carbon finance, and eco-environment-oriented development (EOD) model projects, guided social capital investment, and initially explored the establishment of a new pattern of environmental protection and financial capital and social capital resonating at the same frequency, mutual benefit and win-win results. Recently, the Department of Ecology and Environment held a press conference to inform the investment and financing in the field of ecological environment in Sichuan Province. Since the "13th Five-Year Plan", Sichuan has invested a total of 32.580 billion yuan in the provincial ecological and environmental financial funds, including 15.662 billion yuan in central funds and 16.918 billion yuan in provincial funds, and the financial investment in ecological environment has increased significantly in recent years, from 2.582 billion yuan in 2016 to 5.597 billion yuan in 2023, with an average annual growth rate of 11.68%. Through the establishment of an investment and financing supply and demand docking platform, Sichuan's investment and financing channels have been significantly broadened. In 2022, during the Sichuan Provincial Energy Conservation and Environmental Protection Industry and Environmental Protection Infrastructure Investment Promotion, 311 projects were signed and credited, with a total investment of 326.3 billion yuan. Up to now, 268 projects have been implemented, such as ecological protection and restoration, comprehensive river basin management, energy conservation and environmental protection industry, with a total amount of 277.7 billion yuan. At present, there are 400 projects in the library, involving a total investment of 231.9 billion yuan and a financing demand of 184.2 billion yuan. In the pilot process, our province will adhere to the principle of determining water and measuring water, accelerate the initial allocation of water rights, promote market-oriented trading of water rights, improve and improve the water rights trading platform, strengthen the supervision of water rights trading, and accelerate the establishment of an agricultural water rights system with clear ownership, clear rights and responsibilities, smooth circulation and effective supervision.
