Second, it is necessary to improve the comprehensive disaster prevention, mitigation and relief mechanism, improve the high-level meteorological disaster early warning and response mechanism and process, strengthen information sharing and consultation, research and judgment, key industries and key areas to strengthen meteorological disaster emergency drills, make good use of all kinds of media to publicize meteorological disaster prevention and mitigation emergency knowledge, and effectively improve the public's ability to prevent and avoid disasters and self-help and mutual rescue. Third, it is necessary to ensure the quality and efficiency of agriculture and animal husbandry, further improve the monitoring, forecasting, early warning and evaluation mechanism of meteorological disasters in agriculture and animal husbandry, improve the level of new, efficient and characteristic agriculture and animal husbandry refined services, provide "straight-through" services throughout the whole production process, and actively promote the certification and evaluation of high-quality agricultural and livestock products "good climate quality", enhance brand awareness, and help the countryside to achieve comprehensive revitalization. Fourth, it is necessary to implement the "meteorological +" empowerment action, improve the pertinence and refinement level of professional meteorological services, and especially strengthen the meteorological service guarantee for major projects such as the "Three Norths" battle, the implementation of sand prevention and control, and wind power and photovoltaic integration projects, so as to meet the new needs of the industry and projects for meteorological work. Fifth, it is necessary to strengthen the work of artificial weather modification, strengthen the safety of artificial weather modification operations from many aspects, and promote the standardization of operation points and the automation, informatization and intelligent transformation of operating equipment. Meteorological departments should seize all favorable weather conditions to carry out artificial rainfall enhancement operations that combine aircraft, rockets, and ground smoke stoves. Liu De stressed that the relevant departments of all flag districts and leagues should strengthen organizational leadership, strengthen the implementation of responsibilities, increase the guarantee in policies, projects, funds, etc., study and solve outstanding problems and difficulties in a timely manner, and constantly consolidate the foundation for high-quality meteorological development. It is necessary to strengthen coordination and cooperation, based on the functions of various departments, improve the linkage mechanism between meteorological disaster early warning and the emergency response of the industry, and strengthen the ability to prevent and respond to meteorological and secondary disasters.
