"Reporting" is at the legal level, and it is a right and obligation that informed citizens lawfully exercise against illegal and criminal acts that endanger society and others. It is socially just.
In the type of social structure where the rule of law is not in place, "morality" is often bound by illegal behavior, reduced to a shield and a fig leaf, and the connotations of "whistleblowing" and "reporting" become ambiguous.
