Guangzhou's comprehensive subsidy for the purchase of new energy vehicles has expired on December 31, 2021, and consumers who buy cars after the cancellation of subsidies are currently holding a wait-and-see attitude, which has affected the automobile consumer market to a certain extent, and at the same time, the decline of state subsidies has also brought cost pressure to car companies.

Feng Xingya suggested that in response to market and consumer demand, Guangzhou can continue the comprehensive subsidy policy for new energy vehicles and accurately set subsidy standards for qualified models. At the same time, we can refer to the practice of introducing multi-year subsidy policies at the national level, extend the subsidy policy until 2025, release a good guidance signal, "enhance the predictability of consumers and car companies, and maintain the stability and sustainable development of the automobile consumer market." He also said that it is recommended to increase the indicators of energy-saving vehicles in Guangzhou in combination with the actual needs of the market, so as to meet the objective needs of market development, release policy guidance signals, and encourage consumers to choose energy-saving and emission-reducing products.

In view of the landing of intelligent driving, Feng Xingya believes that the current development of intelligent technology development and research of bicycles is in full swing, but the landing of all research is inseparable from road testing, so that intelligent driving car test "there is a road to go" and "there is a road to go" is the key issue that determines the development speed of intelligent driving cars, "Guangzhou automobile industry pillar position is prominent, although a lot of relevant planning has been introduced to support road testing, but there are still highway tests limited, test scenarios are incomplete; intelligent driving car road test notice application process is cumbersome." He said that in the face of the rapid development of intelligent driving, it is necessary to match the gradual opening of some highway sections, complete the test scenarios, study the revised research work of the guiding opinions and road section management measures in combination with the actual situation, and study the test management rules of intelligent driving cars in the road environment such as urban highways and urban expressways. ”

In addition, for the development of new energy vehicles, Feng Xingya also put forward suggestions for the power exchange model. As of the end of November 2021, the number of pure electric vehicles in Guangzhou has exceeded 286,000, but due to the limited installation of private charging piles, the unreasonable layout of public charging stations, and the long charging time, "consumers' 'recharge (charge/replace) anxiety' still cannot be completely solved." For car companies, the overall threshold for research and development of power exchange technology is relatively high, among which the introduction of unified battery standards is late, the construction of power exchange infrastructure is lagging behind, the demand for capital investment is large, and it is difficult to unite between enterprises, and a variety of factors continue to plague the promotion of power exchange mode. Feng Xingya said.

On how to promote the development of the new energy vehicle power exchange model, Feng Xingya suggested that it is necessary to continue to optimize the relevant standards of the power exchange mode, reduce the threshold for power exchange, and organize local enterprises and industry associations to revise local standards such as power exchange safety and power exchange interface, support the standardization of power exchange mode, reduce the doubts of car companies, and clear obstacles for the standardization and generalization of power batteries; promote the acceleration of power exchange mode and power station construction, provide policy planning support, improve policy planning rules, and continuously enrich the power exchange subsidy policy. Multiple measures are taken at the same time to promote the healthy development of the industry.
