On January 24, the first plenary session of the 16th People's Congress of Guangzhou City opened, and Feng Xingya, the newly elected deputy and general manager of GUANGZHOU AUTOMOBILE Group, brought four suggestions, focusing on improving the subsidy policy for new energy vehicles in Guangzhou, promoting the consumption of energy-saving vehicles in Guangzhou, improving the supporting policies for the testing of intelligent driving vehicles in Guangzhou, and accelerating the promotion of the power exchange mode of new energy vehicles.

Since Guangzhou's comprehensive subsidy for the purchase of new energy vehicles has expired on December 31, 2021, Feng Xingya suggested that a subsidy policy be introduced as soon as possible, accurately setting subsidy standards for eligible models, and referring to the practice of introducing multi-year subsidy policies at the national level, the subsidy policy will be extended to 2025; it is recommended to increase the indicators of energy-saving vehicles in Guangzhou in combination with the actual market demand and encourage consumers to choose energy-saving and emission-reducing products.
In terms of intelligent driving, Feng Xingya proposed to improve the supporting policies for the testing of intelligent driving vehicles in Guangzhou, complete the test scenarios, study the revision and research of the guiding opinions and road section management measures in combination with the actual situation, and study the test management rules of intelligent driving vehicles in the road environment such as highways and urban expressways in the city. As of the end of November 2021, the number of pure electric vehicles in Guangzhou has exceeded 286,000, but it is difficult to completely solve the problem of replenishment. Feng Xingya suggested that it is necessary to continuously optimize the relevant standards of the power exchange mode and reduce the threshold for power exchange.
