The past of new energy vehicles without annual inspection is about to become a thing of the past
New energy vehicles also have to be inspected annually, involving the rights and interests of more than 20 million car owners
According to the latest statistics from the Ministry of Public Security, as of the end of June, the number of new energy vehicles in mainland China has reached 24.72 million, accounting for 7.18% of the total number of vehicles. However, along with the continuous growth of new energy vehicles, safety accidents caused by power batteries and electronic control systems of new energy vehicles occur from time to time in various parts of the country.
On July 16, a new energy vehicle in Haizhu District, Guangzhou City, suddenly caught fire while driving;
On August 4, in a charging station in Hanjiang District, Putian City, Fujian Province, spontaneous combustion occurred during the charging process of a new energy vehicle;
On October 12, a new energy vehicle on the roadside in Yibin City, Sichuan Province spontaneously combusted.
In the face of the current situation of market development, a policy involving more than 20 million new energy vehicle owners will launch a general attack on the safety hazards of new energy vehicles.
As early as July 2022, the Office of the Safety Committee of the State Council issued the "14th Five-Year Plan" National Road Traffic Safety Plan, which clarified the requirements of "developing a series of equipment suitable for the operation safety inspection of new energy vehicles, formulating technical standards for the operation safety inspection of new energy vehicles, and realizing the demonstration application of the operation safety inspection and supervision system of new energy vehicles".
According to the national standard information public service platform, the national standard "New Energy Vehicle Operation Safety Performance Inspection Regulations" (GB/T 44500-2024) will be officially implemented on March 1 next year. It is reported that this standard is the first safety testing standard for new energy vehicles in mainland China, and will become the inspection standard for the annual inspection of new energy vehicles, which is suitable for pure electric vehicles and plug-in hybrid vehicles (including extended range) vehicles.
Wang Du, vice president of the China Automobile Dealers Association, said in an interview with reporters that through the annual inspection system, the potential safety hazards of new energy vehicles can be found and solved in a timely manner, the overall safety of the vehicle can be improved, and the safety of the lives and property of drivers and passengers can be guaranteed. At the same time, the introduction of the annual inspection system will enhance consumers' confidence in new energy vehicles, reduce concerns and doubts caused by safety issues, and be conducive to the healthy development of the new energy vehicle market.
New changes in the Regulations
The battery charging temperature is a mandatory item
Compared with traditional fuel vehicles, the "three electric systems" such as power batteries, motors, and electronic controls added to new energy vehicles cannot meet the operating status requirements of the core components of new energy vehicles in the traditional annual inspection standards.
The reporter learned that although the current annual inspection standard for automobiles "Motor Vehicle Safety Technical Inspection Items and Methods", the annual inspection of passenger-carrying vehicles, including new energy vehicles, mainly includes the appearance of the vehicle, safety devices, chassis and braking. This means that for new energy vehicles, the "three-electric system" that affects the core of vehicle safety has not been effectively investigated.
In a sense, even if there is an annual inspection process, the imperfection of the inspection items leads to the inability to truly investigate potential safety hazards, which leads to the occurrence of new energy vehicle accidents to a certain extent.
In view of this market situation, in accordance with the requirements of the new "Regulations", the power battery safety charging test and electrical safety test of new energy vehicles will become a mandatory inspection item.
Ouyang Minggao, an academician of the Chinese Academy of Sciences, told reporters that battery thermal runaway was the main cause of the fire accident. In order to solve this problem, the "Regulations" clearly require that the maximum charging temperature should not exceed 65 °C and 60 °C respectively for models equipped with lithium iron phosphate batteries and ternary lithium batteries. This temperature limit is in line with the reasonable range of the operating temperature of the power battery, and is also far below the critical temperature of the "thermal runaway" of the battery system.
It is reported that the "Regulations" also list the temperature of the drive motor, motor controller and DC/DC converter of new energy vehicles as optional inspection items. This plays a key role in understanding the health status of the vehicle, guiding the vehicle inspection company to reserve relevant inspection equipment, and reducing the risk of spontaneous combustion of the vehicle.
The Regulations provide a standardized assessment for the annual inspection of new energy vehicles
The current situation of low value retention rate may change
According to the latest survey data of the China Automobile Dealers Association, in September, the three-year vehicle age retention rate of new energy vehicles was about 46%, which did not rise but fell month-on-month. The low "residual value" of products and the cautious attitude of second-hand car dealers have led to the purchase price of new energy second-hand cars in the lower range. Wang Xiaoyu, a car dealer in the second-hand car market, told reporters that the actual transaction price of new energy second-hand cars is often lower than the reference value, and even many car dealers are reluctant to buy new energy second-hand cars.
After the implementation of the "Regulations", many potential safety hazards of new energy vehicles can be investigated in advance to avoid the occurrence of safety accidents caused by them, and it is expected that the safety and market reputation of new energy vehicles in use will be significantly improved.
Wang Xiaoyu said: "After the implementation of the annual inspection regulations for new energy vehicles, the condition of new energy vehicles will be more realistically restored, so as to promote the improvement of the value retention rate of high-quality new energy used vehicles." ”
Yu Fenghui, a specially invited researcher at China Financial Think Tank, said in an interview with reporters that the annual inspection of new energy vehicles provides a standardized vehicle safety and performance assessment, which helps the second-hand car market to more accurately assess the value of vehicles and promote the circulation and sales of second-hand cars. At the same time, with the improvement of the safety of new energy vehicles, consumers' trust in the entire industry will also increase, which will contribute to the long-term stable development of the new energy second-hand car market.
Vehicle annual inspection strategy
1. Regulations on the annual inspection cycle of motor vehicles
Motor vehicles shall be subject to safety and technical inspection within the following time limits from the date of registration:
● Operating passenger vehicles: 1 inspection per year within 5 years; For more than 5 years, the inspection will be conducted once every 6 months.
● Trucks and large and medium-sized non-operating passenger vehicles: 1 inspection per year within 10 years; If it is more than 10 years, it will be inspected once every 6 months.
● Non-operating small and micro passenger vehicles (except vans) and motorcycles: safety and technical inspection shall be carried out in the 6th and 10th years, and the inspection mark shall be applied to the public security organ every two years within 10 years; For more than 10 years, it will be inspected once a year.
● Tractors and other motor vehicles: 1 inspection per year.
Second, the date of annual inspection of motor vehicles
According to Articles 54 and 62 of the Regulations on the Registration of Motor Vehicles (Order No. 164 of the Ministry of Public Security):
The owner of the motor vehicle may apply to the vehicle administration for the inspection mark within three months before the expiration of the motor vehicle inspection.
Schools or school bus service providers shall, within one month before the expiration of the school bus inspection, apply to the traffic management department of the public security organ for the inspection mark.
For example, after binding a personal vehicle through the "Traffic Management 12123" APP, the expiration date of the inspection period can be queried online.
3. Scope of "inspection-free" vehicles
The type of vehicle exempted from inspection
Non-operating small and micro passenger vehicles (except vans) and motorcycles.
Among them, the 2nd, 4th, and 8th years do not need to be inspected online, and can directly apply to the public security traffic management department for inspection marks;
In the 6th year, 10th year and above, it is necessary to apply for the inspection mark after passing the online inspection of the inspection agency.
Note: If the vehicle exempted from inspection has the following circumstances, it will still be inspected online according to the original regulations:
(1) There has been a traffic accident that caused casualties;
(2) Illegal modification is punished according to law.
How to apply for the inspection-free mark
1. Online application: handle the business of "applying for exemption from inspection mark" online through the "Traffic Management 12123" APP.
Note: The owner of the motor vehicle can choose the paper version or the electronic version when applying for the inspection mark, and the electronic certificate of the motor vehicle inspection mark has the same effect as the paper certificate.
2. Self-service application: The owner can go to the self-service hall of the vehicle management office and handle the "application or replacement of the inspection mark" through the self-service all-in-one machine.
3. On-site application: Bring the required service materials, go directly to the nearest vehicle management office window without appointment to apply for the inspection mark, and take the number on site and wait for acceptance.
Service materials: (1) the original identity certificate of the person in charge; (2) Original motor vehicle driving license; (3) Compulsory insurance certificate for motor vehicle traffic accident liability (online verification).
Reminder
1. Before handling the business, please complete the handling of road traffic safety violations and traffic accidents involving motor vehicles.
2. If a motor vehicle other than a large passenger car or school bus cannot be inspected at the place of registration for any reason, the owner of the motor vehicle may apply to the vehicle management office where the vehicle is located for an inspection mark.
