It is reported that in January 2022, Wenzhou City formulated and issued the "Several Policies and Measures for Supporting the Development and Promotion and Application of New Energy Vehicle Industry in Wenzhou City" (hereinafter referred to as "Support Policies") to further accelerate the development of new energy vehicles.

In recent years, Wenzhou has taken the new energy automobile industry as one of the strategic emerging industries for key development, and has made every effort to promote enterprise cultivation, project attraction, and platform expansion, and initially formed a cluster development trend of the new energy automobile industry.

Since 2017, Wenzhou has begun to formulate support policies for the promotion and application of new energy vehicles, and will continue to support policies again in 2019 and 2020. Under the guidance of a series of policies, the number of new energy vehicles promoted in Wenzhou has achieved explosive growth, from 1255 in 2017 to 45450 new energy vehicles in Wenzhou in 2021, and the proportion of new energy vehicles on the plate in the whole year reached 21.2%, ranking second in Zhejiang Province.

Xie Zhongzhong, deputy director of the Wenzhou Municipal Development and Reform Commission, said at the meeting that the new round of support policies introduced by Wenzhou is mainly to implement the major strategic deployment of the national "carbon peak and carbon neutrality", continue to promote the development of new energy vehicles, and boost Wenzhou to build an important new energy vehicle industry cluster and a demonstration city for promotion and application in China.

It is reported that the support policy mainly includes a total of 25 policies in four parts, such as supporting the cultivation and development of the industrial chain, promotion and application, construction of charging facilities, and other promotion measures.

In terms of the cultivation and development of the industrial chain, Wenzhou aims to improve the overall competitiveness of upstream and downstream enterprises in the new energy automobile industry chain and build a 100-billion-level new energy automobile industry cluster.

The support policy will give a reward of 1 million yuan to each new model developed by the vehicle manufacturer, up to 5 million yuan; the annual production and sales of the vehicle will reach 50,000, 100,000 and 150,000 vehicles, and the annual supply of power batteries will reach 3GWh, 6GWh, and 9GWh will be rewarded with 5 million yuan.

At the same time, the support policy will give 3 million to 10 million yuan to new energy vehicle-related enterprises to create innovation platforms such as technological innovation centers, manufacturing innovation centers, industrial innovation centers, enterprise technology centers, key laboratories, and engineering research centers of Zhejiang provincial level and above; 300,000 yuan to the upstream and downstream enterprise communities that successfully create Zhejiang's provincial new energy vehicle industry chain; and 500,000 yuan to parts and components enterprises that have newly become first-level supporting suppliers of new energy vehicle enterprises, up to a maximum of 1.5 million yuan.

Zhang Jiandong, chief engineer of Wenzhou Economic and Information Technology Bureau, said that at present, the development of Wenzhou's new energy automobile industry is in a period of rapid growth, the industrial chain is relatively perfect, with more than 5,000 series of products in twelve categories, and technological innovation and intelligent manufacturing capabilities continue to increase. "But there are also some shortcomings, such as the scale of vehicle production is not large enough, and the key supporting capabilities such as drive motors, electronic control systems and intelligent network connections are relatively weak."

"Next, Wenzhou will increase capital and expand the strong chain, attract the big and lead the strong chain, coordinate the supporting stable chain, innovate and upgrade the excellent chain, promote the cultivation of the new energy automobile industry chain, and strive to achieve an output value of more than 100 billion yuan in the new energy automobile industry by 2025, and the output of new energy vehicles will reach more than 200,000 vehicles." Zhang Jiandong said.

In terms of promotion and application, Wenzhou aims to promote the application of new energy vehicles in various industries and fields, and build a demonstration city for the promotion and application of new energy vehicles.

If the electrification rate of new public transport vehicles reaches 100%, there will be no new or updated fuel buses in Wenzhou; all new or updated taxis will use new energy vehicles, and the renewal subsidy for new energy taxis in Wenzhou City will be 20,000 yuan / car; the electrification rate of new urban distribution vehicles in built-up areas will reach more than 60%; promote the new energy of special vehicles such as official vehicles and municipal gardens of government units, and purchase new energy vehicles in principle; and promote the replacement of vehicles for the C-license model examination with new energy vehicles.

In terms of the construction of charging facilities, Wenzhou aims to solve the charging worries of the promotion of new energy vehicles and build a charging infrastructure system with full coverage, interconnection, intelligence and efficiency in counties, towns and villages.

The support policy subsidizes public charging facilities by 200 yuan per kilowatt per kilowatt of power DC and 80 yuan per kilowatt per AC, the operating unit gives an operating subsidy of 0.1 yuan / kWh, the substation of the replacement power station is 800 yuan per kilowatt-hour, the hydrogen refueling station is given a reward of 1.5-5 million yuan per station according to the daily hydrogenation capacity, and the individual reports the installation of charging piles for self-use to give a one-time charging fee subsidy of 600 yuan. At the same time, we will promote the full coverage of charging infrastructure, and put forward specific requirements of 10%-20% for the proportion of charging spaces in parking lots such as highway service areas, scenic spots, transportation hubs, large supermarkets, enterprises and institutions.

In addition, Wenzhou will also solve the problem of inconvenient travel for new energy vehicles and enhance the public's sense of experience in purchasing and using new energy vehicles. For state-owned public parking lots and road parking spaces, new energy vehicles will be exempted from parking fees for the first time on the same day; the restrictions on new energy minivans will be cancelled within the urban area of Wenzhou, and they will be directly licensed.

"Compared with the support policies for the promotion and application of new energy vehicles in the previous two years, the scope of application of this policy is wider and involves more fields, such as extending from supporting the promotion and application to equal emphasis on industrial development and promotion and application, expanding from the urban area to covering the whole city of Wenzhou, from promoting new energy buses to all vehicles in all public fields, from the construction subsidies for charging facilities to 'there are requirements before construction, subsidies after construction', etc." Xie Zhongzhong said that the support policy is valid until December 31, 2023, which will add another boost to the development of new energy vehicles in Wenzhou.
