For the problem of charging piles entering the community, the Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas issued by the National Development and Reform Commission and other four departments in 2016 has made it clear: for the acts or requirements of the owner of the fixed parking space or the long-term lessee (lease period of one year or more) to build charging infrastructure, the owners' committee (or the management unit authorized by the owners' assembly) should agree in principle and provide necessary assistance. However, in reality, there are still many concerns about residential properties. The reporter called ms. How to open up the "last mile" of charging?

Some insiders said that the installation of charging piles in the community involves charging operators, owners, industry committees, developers, properties, etc., which is more complicated, especially in the old residential areas, and it is more difficult to promote.

For the property, the installation of private charging piles is not thankless, not only to increase management costs, but also to avoid the responsibility of corresponding accidents, so its enthusiasm is not high.

In order to further open up the "last kilometer" of charging piles into the community, various localities are making efforts to solve the problem. In November last year, Hunan issued new regulations, proposing that electric vehicle charging infrastructure should be "self-(exclusive) mainly, supplemented by public use", encouraging private car owners to build their own charging piles. Where individuals install charging facilities in their own garages and parking spaces, they do not need to apply for relevant documents such as construction land planning permits, and the property service enterprises shall support and cooperate with the installation of charging piles on fixed parking spaces with a lease period of more than one year in residential areas. Where there is no cooperation, the housing and urban-rural construction departments at all levels shall handle it.
