"Science and Technology Innovation Board Daily" (Shanghai, editor Song Ziqiao) news, today (February 24), the General Office of the Shanghai Municipal People's Government issued the "Implementation Opinions on Further Promoting the Construction of Charging and Replacing Infrastructure in the City", proposing to form a moderately advanced urban charging network, by 2025, to meet the charging needs of more than 1.25 million electric vehicles, and the city's vehicle-to-pile ratio is not higher than 2:1.

The Document of Shanghai Municipality also emphasizes that it is necessary to focus on charging, supplemented by power exchange, and the focus of power exchange is high-level application in taxis and other fields, charging is mainly self-(exclusive) charging, supplemented by social public power replenishment. And in the future, it will shift from slow charging to fast and slow, the main destination of the community will be slow charging, and the proportion of fast charging will be increased in the public sector. At the same time, accelerate the promotion of smart piles, and give full play to the leading role of the municipal platform for public data collection and monitoring of charging and replacing facilities in Shanghai. The construction of charging piles in the community will be included in the scope of community renewal and transformation, and the responsibility of automobile manufacturers will be consolidated at the same time.

At the same time, the document also puts forward new requirements for the power grid side: promote the charging of new energy vehicles with new energy, increase the proportion of new energy consumption, support power grid enterprises, municipal platforms and charging enterprises to play the role of large-scale and decentralized electric vehicle charging and discharging resources in regulating the peak and valley of the power system through demand-side response, and strive to form an orderly charging capacity of 500,000 vehicles and 500,000 kilowatts during the "14th Five-Year Plan" period.

The Implementation Opinions shall come into force on March 1, 2022.

Behind the news event that car owners queue up to charge in the early morning, and even fight for charging piles, there is the dilemma of more cars and fewer piles.

According to the data released by the China Charging Alliance, at the end of 2020, the number of new energy vehicles and charging piles in China was 4.92 million and 1.681 million units, respectively, and the vehicle-to-pile ratio was about 2.9:1. With the outbreak of new energy vehicle sales, the latest data in October 2021 shows that the number of new energy vehicles in the country has reached 6.78 million, and the cumulative number of national charging infrastructure given by the China Electric Vehicle Charging Infrastructure Promotion Alliance is 2.253 million units, and the overall vehicle-to-pile ratio is still stable at 3:1, the highest in the world.

Not only that, most of the charging piles are private charging piles, installed in the owner's community, mainly for self-use at night, and every 1 public charging pile is shared by 6.4 new energy vehicles.

The A-share listed companies associated with these companies include: Trident is the parent company of Telade, whose charging pile operation quantity and charging capacity are the first in the country; Far East Shares' charging pile cable supply Trident and Star Charging; AVIC Optoelectronics cooperates with Telai, Star Charging, and State Grid; Andyre Charging is subordinate to SAIC Motor.

In addition, the State Grid is the largest comprehensive power leader in China, relying on the extensive power grid infrastructure of the State Grid, focusing on the construction along the highway, so it is mainly based on DC piles with large charging power and high cost. As the first builder and operator to enter the charging pile industry, it is also the largest public bidding enterprise for charging piles in China, and its bidding needs and winning enterprises have strong reference significance for the industry. From 2016 to 2020, a total of 50 enterprises have won the bid for the State Grid charging pile project, and the top three in the number of winning bids are Nari Guodian (and its subsidiaries), Xu Ji Electric and State Grid Intelligent Technology Co., Ltd.
