Recently, the Municipal Development and Reform Commission issued the "14th Five-Year Plan for New Energy Vehicle Charging Infrastructure in Mianyang City" (hereinafter referred to as the "Planning"), which plans to build 53,000 new charging piles by 2025, meet the charging needs of about 73,800 vehicles, and basically form a unified, open, competitive and orderly charging service market.

According to statistics, as of June 2021, the number of motor vehicles in the city has reached 815502 (excluding motorcycles), of which 773303 cars, 36931 operating vehicles, and 5268 other vehicles. There are a total of 4995 new energy cars in the city, accounting for 0.65% of the total number of cars, and the average annual growth rate of new energy cars in the past 5 years has reached 86.92%.

From the comparison of the number of cars and new energy cars in the city, the total number of cars in the past 5 years has increased year by year, but the average annual growth rate has slowed down;

The growth rate of new energy cars is higher than that of fuel cars, but the absolute number of new energy cars is much lower than that of fuel vehicles. The rapid growth period of new energy cars is coming, and the demand for charging will explode.

In terms of the current status of charging infrastructure, as of June 2021, the city has built 177 public charging stations and 2435 piles. Among them, there are 2187 ordinary public piles, 20 high-speed intercity public piles, and 228 scenic public piles.

"Judging from the survey, in the planning and construction, there are still problems such as a relatively single investment entity, insufficient power capacity in old residential areas, unreasonable layout of some charging piles, and common problems such as the occupancy of oil vehicles." Yang Zengfu, head of the energy management section of Mianyang Municipal Development and Reform Commission, introduced.

Through demand forecasting, by 2025, the city's new energy vehicles will reach 73,855 units, and it is expected that a total of 55,818 charging piles, 44 substations will be replaced, and 548,400 kilowatts of new power will be added.

"Efforts will be made to build a service network for public charging and home self-use charging and various types of special charging in urban areas, towns and scenic spots;

From 2021 to 2022, about 16,000 new charging piles of various types will be built to meet the charging needs of about 15,000 new energy vehicles;

From 2023 to 2024, about 21,000 charging piles of various types will be built to meet the charging needs of about 50,000 new energy vehicles;

In 2025, about 15,000 new charging piles of various types will be built, meeting the charging needs of a total of about 73,800 new energy vehicles.

By 2025, a unified, open, competitive and orderly charging service market will be basically formed.

It is estimated that the total investment in charging infrastructure construction will be about 1.54 billion yuan, which will effectively promote the development of the new energy automobile industry and the rapid improvement of charging infrastructure level;

The cumulative charging capacity in 5 years will reach 950 million kWh, which is expected to replace 345 million liters of fuel oil and reduce carbon by 778,900 tons.
