From the perspective of industrial development, the output value of new energy vehicles in Shanghai exceeded 160 billion yuan last year, an increase of 200% year-on-year; the output reached 550,000 units, an increase of 170% year-on-year. From the perspective of application promotion, Shanghai has accumulated more than 670,000 vehicles, and last year alone exceeded 250,000 vehicles, accounting for 43% of new car sales in Shanghai.
"Now Shanghai is the city with the largest number of new energy vehicles in the country." Gong Zheng said, "Shanghai's goal is to produce more than 1.2 million new energy vehicles in Shanghai by the end of the 14th Five-Year Plan, with an output value of more than 350 billion yuan, and build a charging network to meet the charging needs of more than 1.25 million electric vehicles." ”
In particular, in Lingang New Area, its new energy vehicle output value exceeded 150 billion yuan last year, and there are more than 100 related enterprises including SAIC Zhiji and SAIC Roewe, as well as new energy vehicles such as Dasandian (battery, motor, electronic control), small three electric (electric air conditioning, electric steering, electric braking) and intelligent chassis, automatic driving, etc. By 2025, the scale of the intelligent new energy automobile industry in Shanghai Lingang New Area is expected to exceed 300 billion yuan, accounting for 4/5 of the whole city of Shanghai.
Gong Zheng also revealed that in recent years, Shanghai has launched a number of new energy vehicle support measures from both the supply and demand ends, including the 2021-2025 plan for new energy vehicles, the development policy of fuel cell vehicles, and the method of encouraging the purchase and use of new energy vehicles. In the near future, Shanghai will also issue the "Implementation Opinions" to promote the construction of charging and replacing infrastructure.

At the same time, many new energy vehicles are intelligent and connected vehicles, but the lack of cores has continued to plague the automobile industry for more than a year, so Shanghai is also increasing its efforts to lay out the production of vehicle-grade chips to solve the problem of "lack of cores" in automobiles as soon as possible.
At present, Anting Town, Jiading District, is actively laying out automotive chip enterprises and creating a manufacturing packaging and testing supporting area for the automotive chip industrial park. Recently, the domestic high-tech enterprises in the field of automotive chips "Shanghai Annaxin Semiconductor Co., Ltd." settled in Anting Town, Jiading, is expected to invest 800 million yuan to build an automotive chip innovation center, and set up a production capacity of 120,000 wafers / year 12-inch industrial control stage memory packaging and test line and 8 module production lines, the project will start construction in the first quarter.
According to reports, in addition to Annaxin Semiconductor, Anting has settled in and is in contact with 20 automotive chip-related enterprises, including the "Shanghai Automotive Chip Test and Certification Platform", in order to build a leading domestic vehicle-grade chip design and development and manufacturing base, and plans to build an 8-inch automotive chip mass production line, with a total investment of 15 billion yuan.
Gong Zheng said that in the next step, Shanghai will continue to promote technology research and development, standard formulation, promotion and application, data security and infrastructure construction, and accelerate the cultivation and development of new advantages on the track of new energy vehicles.
