【Editor's Note】

This is a year of ups and downs, and this is a Spring Festival that makes people feel connected.

We have been violently bumped by the epidemic, and we have witnessed many strange kindnesses: in a certain emergency, you have been helped by strangers to get through a difficult time; And you also reached out to strangers in a certain emergency... The strange and the unfamiliar exchanged kindness and kindness, lighting up this era.

On the occasion of the Spring Festival, tell a special story about you and a stranger and send him or her blessings, and we will also strive to pass it on (submission email: [email protected]).

On January 18, in the high-speed railway station that was full of people during the Spring Festival, the deaf-mute old man who had been separated from his home for 23 years and the family members who welcomed him hugged and cried. In this New Year, where every family is looking forward to reunion, Ke Weili's "Reunion Studio" has helped another family member find his way home.

The kindness of strangers | forensic transformation into "dream-seekers" and helped reunite hundreds of families

On January 18, Ke Weili reunited the deaf and mute elderly with his family.

In 2020, he accidentally helped a family searcher, so that Ke Weili, a detective expert who has been engaged in forensic work for 15 years, transformed into a "dream seeker". For more than two years, Ke Weili used his well-known DNA identification, portrait collection, big data comparison and other technologies to find long-lost homes for one loved one after another.

The "Reunion Studio" led by him has helped 233 relatives find their relatives, including the longest 77 years old, the oldest 98 years old, and the distance between the longest 8800 kilometers. The studio has received more than 110 pennants and more than 20 letters of thanks, and the results of the "Reunion" operation ranked first in Zhejiang Province.

"Behind every family search, there is a family looking forward to reunion." Ke Weili, currently the deputy director of the Criminal Science and Technology Office of the Luqiao Branch of the Taizhou Public Security Bureau in Zhejiang Province, was awarded the national "Civil Servant with People's Satisfaction" by the State Council last year, and at the beginning of this year, he was nominated for the 2022 "Zhejiang Pride".

Repeatedly let the cold case return to the dawn

Before becoming a "dreamer on the road to finding relatives", Ke Weili had been engaged in forensic work for 15 years.

In 2004, Ke Weili graduated from Tongji Medical College of Huazhong University of Science and Technology, majoring in forensic science, and joined the Luqiao Branch of Taizhou Public Security Bureau the following year to participate in public security work, becoming a forensic doctor on the front line of criminal investigation.

Over the past decades, he has been rooted in grassroots criminal science and technology, participating in more than 100 homicide scene investigations, examining more than 1,000 corpses, and completing more than 2,000 cases of various injuries. Do not miss every physical evidence, do not miss every clue, through technical comparison, analysis and judgment, repeatedly let the cold case return to the dawn.

Ke Weili explored the site during his time as a forensic doctor.

In 2020, during the backlog of homicide cases deployed by the Ministry of Public Security, Ke Weili flipped through all the information on the backlog of homicide cases since the 90s of the 20th century in his jurisdiction, peeled back the cocoon, and tried to use new technology to re-dig clues. "In the past, due to technical limitations and the limitations of the times, there were still many cases that had not been solved, but in the past two years, the technology of our public security has advanced, so we have regained the accumulated murder cases that have not been solved before." Ke Weili said.

Among these old cases, Ke Weili was most impressed by a case in 2006. At that time, not long after he joined the public security system, he received an investigation case of highly decomposed corpses, "At that time, through the analysis of trace elements in the teeth of the deceased, we found that the content of strontium in the teeth of the deceased was high, which was highly similar to the characteristics produced by the long-term drinking of water with high strontium content by the people in the southwest karst area. According to these clues, the case-handling officers at that time went to the southwest region many times to investigate, and published reports in Guangxi, Yunnan and Guizhou to find the identity of the deceased. However, because there was no monitoring at that time, and no one reported to the police that relatives and friends were missing, the investigators were helpless, and the case became a dusty backlog.

However, this case has always hung in Ke Weili's heart. Ke Weili's colleagues told The Paper that Ke Weili has a "strength" in his body, and as long as there is a case at hand that is not solved, he will worry about it for the rest of his life.

In the process of handling the backlog of homicide cases in the second half of 2021, Ke Weili reopened the case file of this case. "At that time, the database construction was relatively perfect, so I went to the southwest region again to compare with the local database, and finally found a clue in a village in Yunnan." Ke Weili said that through questioning the local villagers, the police handling the case found that there was a missing person in the village that could successfully match all the clues, and then compared the identity card photo of the missing person's generation with the restored portrait of the deceased in the case, and found that it was more similar.

Subsequently, Ke Weili and the investigators found the daughter of the missing person and confirmed through DNA comparison that the missing person was the deceased in this case. After investigating the deceased's social relations, the investigators successfully found the suspect, "The deceased was killed due to an emotional dispute and divided the body, and after the suspect was captured, the whole case was finally successfully solved. ”

Ke Weili still remembers the niece of the deceased saying to him afterwards, "After so many years, I never dreamed that one day there would be news of my uncle." ”

The solved of this case also made Ke Weili very gratified, "Because I was a small forensic doctor when this case happened, it must be a pity for me that the case was not solved, but in the end, it was solved when we were in our hands, and I would feel very relieved that I finally did not 'owe a debt'." "The detection of this case also means that Ke Weili has been engaged in forensic work for 15 years, and all the cases handled in his personal work life have been solved.

In addition to this case, during the special operation of murder backlogs, Ke Weili and his team directly investigated 7 murder cases, ranking first in the number of county-level public security organs in the province, clearing all the murder cases of the Road and Bridge District Bureau since 2004, and Ke Weili was also awarded a second-class merit.

Helping to find a way home for loved ones

With the steady improvement of the rule of law environment and the decrease in the backlog of homicide cases, since the end of 2020, Ke Weili has used his professional expertise while solving dusty old cases, from complaining for the deceased to looking for relatives for the living.

Ke Weili received a pennant from his relatives.

"At that time, there was a fortuitous situation, that is, at the end of 2020, an amnesia person came to our branch for help, saying that because of amnesia, he had been wandering outside for 15 years, and he could not take public transportation such as high-speed trains and planes without a hukou, and could not stay in a hotel." After receiving the case, Ke Weili successfully found his long-lost relatives in Xiangyang, Hubei Province through DNA database comparison, and Ke Weili and his colleagues personally drove him back to his hometown to reunite with his relatives, and also helped him recover his identity.

This incident touched Ke Weili a lot, "This is the first case I have helped find relatives, and this case has made me more determined to help more seekers find their homes." ”

At that time, when the Ministry of Public Security deployed the "Reunion Action", in order to help more people find their way home, Ke Weili began to systematically learn new technologies such as video capture, portrait collection, and big data comparison while concentrating on DNA technology.

In March 2021, with the support of the Luqiao Public Security Bureau, Ke Weili led the establishment of the "Reunion Studio", which focuses on seven elite police officers responsible for the detection of serious cases and criminal technology, and regards helping people find their relatives as a long-term service for the people.

In order to better find relatives, he also actively docked with welfare homes to help lost children establish exclusive files of "one person, one file", and often talked with relatives seekers, and he would record the details of the landform, customs, eating habits, livestock types and other details of his hometown in the abductees' childhood memories.

In August 2021, Li Feng (pseudonym), who has been looking for relatives for 13 years, found Ke Weili, and under Ke Weili's questioning, he began to search his childhood memories, among which he was deeply impressed by a yellow dumpling he had eaten since he was a child. Ke Weili and his team immediately bought yellow dumplings from all over the country for him to try one by one, and when he ate the dumplings from Guizhou, Li Feng showed an excited expression. Following this clue, Ke Weili contacted a database in Guizhou for DNA comparison, and a few months later, he successfully found Li Feng's long-lost family.

"Sometimes childhood memories can point the way home one step faster than DNA." Ke Weili said.

In addition to searching for relatives, Ke Weili and his team are also committed to solving the worries of life after the reunion of the family looking for relatives. In April 2021, at the beginning of its establishment, "Reunion Studio" received a request for help from a teenager who had been missing for 6 years due to mental problems. With the help of new technology, Ke Weili successfully found his parents working in Wenling. However, the teenager was hospitalized for a long time and owed more than 500,000 yuan, which brought new troubles to the reunited family.

After understanding the situation, Ke Weili and the team members exempted the teenager from the long-term hospitalization fee through the cooperation mechanism, and also reduced the follow-up monthly treatment fee of more than 7,000 yuan to 1,000 yuan, helping the family to achieve family reunion and reduce the financial burden.

In the same year, Ke Weili helped a girl with mental disorders find her father and sister, but due to family financial difficulties, the girl's family could not afford the subsequent hospitalization and treatment costs. In this regard, Ke Weili enthusiastically contacted the local department and applied for welfare assistance benefits through social assistance channels such as subsistence allowance and disability certificate, which solved the worries of life after reunion. "In this way, the family only needs to pay a small part of the money every month, which is still affordable for the biological parents, and then the parents and sister can visit her in the hospital more often." I think it can be considered a perfect ending for this family. ”

"The way to be safe is to detect their sufferings." Ke Weili has always carried out his original intention of serving the people throughout all aspects of the search for relatives. "For people in aid stations and welfare homes, many people are unable to live normally due to physical restrictions and need someone to take care of them. If they are found alone, it is difficult to guarantee that they will not be abandoned again. Ke Weili said.

"Dreamers Coming True"

In the years of working to find relatives, Ke Weili has frequently traveled on the road to find relatives, traveled more frequently than front-line police officers, worked outside for more than 100 days a year, and saved a thick stack of train tickets. In the past two years, he and his team have helped more than 200 people find their relatives.

In June 2022, Ke Weili's "Reunion Studio" also received a special "reunion" task. At that time, the Nanjing Gaochun District Veterans Affairs Bureau sent a letter to the "Reunion Studio" of the Luqiao Public Security Bureau, hoping to help the two unknown martyrs of the New Fourth Army who died in Gaochun in 1945 find their families and let the souls of the unknown soldiers return home.

To this end, Ke Weili determined through DNA comparison that the origin of one of the martyrs should be from Zaozhuang, Shandong, and he went to Shandong many times with materials to find the martyr's family, until through the confirmation of family trees and oral accounts, he finally found the martyr's surviving relatives and returned to his hometown.

Originally, in Ke Weili's impression, the starting point of the "Reunion Studio" was to help trafficked women and children, but as the work deepened, Ke Weili found that the trafficking in the Jiangnan area was not serious, and the main problem was at the historical level, many people were separated due to historical events or problems of the times, "For example, in the past, the conditions were not good, there would be many children sent out by their parents, and now many of them are grandfathers in their early sixties, for them there will be a great demand for finding relatives, Chinese pay attention to returning to their roots, It's a big knot for them, and they're eager to find out where their hometown is. In the past, I may want to find relatives but the conditions are not allowed, but now the conditions are better, all kinds of transportation are convenient, and people often come to the south from the north to find relatives. Ke Weili said.

In Ke Weili's view, in fact, many people were forced to send their children back then was helpless, when they took the photos of the relatives to visit their hometown, some relatives cried when they saw the photos, "I am deeply impressed by a post-70s family seeker, the mother sent the child out because there was no milk, there was no milk powder in that era, there was no money at home, watching the child get thinner and thinner day by day, and then the end of the child at home can be imagined, and the helplessness can only send the child to the family without food and clothing, Including the older brother in the back, he will also secretly go to see what his younger brother looks like, and whether his adoptive parents treat him well or not. ”

There are more than a thousand stories behind more than a thousand people looking for their loved ones. In the search experience that Ke Weili came into contact with, the longest time of separation was 77 years, the oldest age of recognition was 98 years old, and the distance was 8800 kilometers. These "reunited" families have made Ke Weili more determined to move towards the road of "finding relatives", and he has also been praised as "the dreamer of finding relatives" by the relative-seeking group.

In July 2022, Ke Weili was awarded the national "Civil Servant with People's Satisfaction" by the Party Central Committee and the State Council. At the beginning of this year, he was nominated for the 2022 "Zhejiang Pride". In the face of these honors, Ke Weili said that as a public security officer, in the past, most of them were responsible for investigating and solving cases, dealing directly with cases, and rarely experienced the feeling of directly serving the people, "Now we use the technology of investigating and solving cases to directly serve the people, I think this is the progress of the times, the other is the progress of concepts." Just like General Secretary Xi Jinping said, the dividends of public security reform should be released to the people to the greatest extent. ”
