You can't learn to speak in public, and no one can speak in public, just like a person can't swim without going into the water. You can read all the books about public speaking, but you may still not be able to open your mouth. The book is just a detailed guide, and you have to put the advice in the book into practice.
For each of us, the opportunity to speak is everywhere, so join any organization and volunteer for those positions that require you to speak. Stand up at a public gathering and make yourself stand out, even if it's just a side proposal. When meeting, don't go to the last seat. Try to talk! Give yourself the opportunity to participate actively in various gatherings. You just have to look around yourself and you'll see that no business, social, political, career, or even community activity can move forward and speak. Unless you speak and don't listen, you never know how you're going to improve.
