Report: In 2021, the number of value-added telecommunications business licensing enterprises in China increased by 25.7% year-on-year

On January 17, the China Academy of Information and Communications Technology released the "Report on the Licensing of Domestic Value-added Telecommunications Services (2021.12)" (hereinafter referred to as the "Report"). As of the end of December 2021, the number of value-added telecommunications business licensing enterprises nationwide increased by 25.7% over the previous year.

According to the data, as of the end of December 2021, there were 118289 value-added telecommunications business licenses nationwide (of which 5130 enterprises also held value-added telecommunications business licenses issued by the Ministry of Industry and Information Technology and the Provincial Communications Administration), an increase of 25.7% over the previous year. Among them, there are 26,812 cross-regional enterprises licensed by the Ministry of Industry and Information Technology, and a total of 96,607 local enterprises licensed by the communications administration bureaus of various provinces (autonomous regions and municipalities), an increase of 19.4% and 26.7% respectively over the previous year.

The report points out that at present, the regional development of the national value-added telecommunications service market is prominent. Among the 26,812 cross-regional enterprises, 5,801 are in the north, 5,530 in Guangdong, and 2,758 in Shanghai, and 52.5% of the cross-regional enterprises are concentrated in the three places.

Among the 96,607 local enterprises, 17,523 in Beijing, 8,919 in Guangdong, 7,742 in Henan, followed by Jiangsu, Zhejiang and Shanghai, the above 6 places concentrated 55.5% of the country's value-added telecommunications enterprises, and the value-added telecommunications business operators in 12 western provinces accounted for 15.5% of the country.

According to the classification of value-added telecommunications services in the 2015 edition of the Classification Catalogue of Telecommunications Services, 118289 value-added telecommunications enterprises have a total of 165452 licensing projects. Among them, there are 77,251 information service services (Internet information only), 35,885 online data processing and transaction processing services, 17,229 information service services (excluding Internet information services), 9,542 Internet access service services, 8,473 domestic call center services, 6,657 Internet data center services, and 10,415 other services.

From the perspective of the number of cross-regional operators of each business, the top three businesses are: 14200 business operation information (excluding Internet information services), 7467 enterprises operate Internet access service business, and 6708 enterprises operate domestic call center business.

The report mentioned that the scale of registered capital varies greatly between different business operators, but most of them are still operators with registered capital of 10 million yuan. Among the 26,812 business operators currently issued by the Ministry, operators with a registered capital of 10 million yuan account for 70.5% of the total number of operators, operators with a registered capital of between 10 million yuan and 50 million yuan account for 15.7% of the total number of operators, operators with a registered capital of between 50 million yuan (inclusive) and 100 million yuan account for 7.1% of the total number of operators, and large enterprises with a registered capital of more than 100 million yuan account for 6.0% of the total number of operators.

At present, the domestic value-added telecommunications field has formed a diversified investment and financing market, private capital has developed into the main force in the field of value-added telecommunications services, and the proportion of foreign-invested enterprises has continued to increase rapidly. As of the end of December 2021, among the value-added telecommunications business operators issued by the ministry, 1157 state-controlled enterprises, accounting for 4.3% of the total number of operators, 24902 privately controlled enterprises, accounting for 92.9% of the total number of operators, and 753 foreign-invested enterprises, accounting for 2.8% of the total number of operators.
