The Guangdong Market Supervision Bureau said that the next step will be to use "real-name empirical" verification tools to carry out technical inspections of online products. The meeting pointed out that in 2021, the supervision and random inspection of the market supervision department of Guangdong Province found that there were prominent problems in the quality of the products sold by the e-commerce platform, mainly involving: the unqualified detection rate of online spot checks was significantly higher than that of offline spot checks; there were no factory names, no factory addresses, no implementation standards and certificates of conformity in the products on the line; important information about the products displayed on the web page was missing or inconsistent with the purchased physical objects; and the mandatory certification marks were missing or untrue.

At present, the Guangdong Provincial Market Supervision Bureau is carrying out special rectification of key product quality products involving consumers' human health and personal safety, such as gas appliances, electric bicycles and toys, and will focus on solving the outstanding problems of product quality on e-commerce platforms. In addition to solving the key problems found by the supervision and random inspection, each e-commerce platform should also focus on solving the personalized quality and safety problems of key rectification products such as gas appliances, electric bicycles, and toys.

The relevant person in charge at the meeting said that for household gas appliances, it is necessary to pay attention to the gas stove products without flameout protection devices, the quality of gas pipes is unqualified, the CCC certificate and energy efficiency label of household gas appliances are inconsistent with the filing information, and the flue gas water heater is basically unable to obtain the CCC certification certificate; for electric bicycles, we should pay attention to the fact that the operator has not implemented the sales of the whole vehicle (not sold at the same time), the battery and charger are inconsistent with the certification, and even the lead-acid battery and lithium battery are mixed. Failure to provide 3C certificate number and certificate of conformity, as well as unauthorized installation or assembly of vehicles; for toy products, it is necessary to pay attention to the problems of not obtaining 3C certification or counterfeit CCC certification, and whether there are mechanical and physical properties, labeling and descriptions are unqualified, and plasticizers (phthalates) exceed the standard.

The meeting pointed out that on the basis of self-inspection and rectification of e-commerce platforms, the Guangdong market supervision department will take a number of rectification and support measures to assist e-commerce platforms to solve product quality problems. The first is to organize the province's market supervision system to implement online and offline integrated supervision. Focus on the supervision and random inspection and supervision of online flagship stores and offline distributor products produced in the territory, and select some products to carry out online and offline quality comparison to promote the improvement of online product quality.

The second is to organize technical inspections of e-commerce platform product quality organizations. Using inspection tools such as the "real-name empirical verification" verification tool and the CCC logo authenticity verification tool organized and developed by the Guangdong Provincial Market Supervision Bureau, the technical inspection of the online products is carried out to quickly find the problematic products. The third is to monitor and evaluate the performance of product quality control by operators in each e-commerce platform according to the technical inspection and supervision and random inspection, and publicize the results of the random inspection according to the situation. The fourth is to guide e-commerce platforms to strengthen the supervision of quality credit evaluation results for C and D category operators, and provide quality and technical assistance services for e-commerce platforms and e-commerce operators.

The meeting demanded that all e-commerce platforms should immediately organize operators within the platform, especially key product operators such as gas appliances, electric bicycles and toys, to carry out self-examination and rectification of problems. First, it is necessary to immediately perform the obligation to inform and supervise the business operators on the platform, and require the business operators to carry out self-examination and rectification of whether the goods they sell meet the requirements of ensuring personal and property safety, whether there are "three no products" sold, whether the products sold are counterfeit, forge the factory name and site, and no CCC certification certificate. The second is to carry out rapid screening of quality problems in the platform through technical means such as picture text recognition, big data monitoring, and the use of tools such as "real-name empirical" verification of products and the authenticity verification of CCC logos organized and developed by the Guangdong Provincial Market Supervision Bureau, and the quality and safety problems that exist are quickly discovered.

In addition, strengthen the internal quality supervision of the platform and increase the quality inspection and inspection of key products. The fourth is to deal with the problem products found in accordance with the law, and summarize the relevant statistical information to feedback to the market supervision department.

The meeting stressed that according to the E-commerce Law of the People's Republic of China, if an e-commerce platform operator knows or should know that the goods sold or services provided by the business operators on the platform do not meet the requirements for protecting the safety of persons and property, or has other acts that infringe on the legitimate rights and interests of consumers, and fails to take necessary measures, they will bear joint and several liability with the business operators within the platform in accordance with the law. At the same time, the symposium also trained on how to identify the quality problems of online sales products, especially the quality problems of key products such as gas appliances, electric bicycles and toys, and will notify and deal with the e-commerce platforms that are still ineffective in the subsequent inspection and deal with them according to law.

At the meeting, representatives of e-commerce platform operators such as Jingdong and Vipshop reported on the main practices and results achieved by platform enterprises in implementing the special rectification of the quality of gas appliances and electric bicycle products, and expressed their positions one after another, resolutely cooperating with the special rectification work of the provincial market supervision department, strictly controlling and effectively fulfilling the main responsibility of platform quality and safety in view of prominent problems. Experts from Guangdong Quality Inspection Institute and Guangzhou Customs Technology Center introduced on-site inspection technologies such as rapid screening of key products such as gas appliances, electric bicycles and toys, helping e-commerce platforms to strengthen technical inspections of products and remove problem products in a timely manner.

Relevant responsible comrades of the Quality Supervision Department, the Network Supervision Department, and the Law Enforcement Supervision Department of the Guangdong Provincial Market Supervision Bureau attended the meeting.
