On December 13, the State Administration for Market Supervision and Administration issued the "2021 Safety Prevention Product Quality National Supervision and Spot Check Circular" on the official website on the 13th, which pointed out that a total of 238 batches of products produced by 228 enterprises were randomly inspected, involving 4 kinds of safety precautions such as seat belts, safety nets, locks, and RMB discriminators, and a total of 12 batches of products were found to be unqualified, and the unqualified discovery rate was 5.0%.
Analysis of spot check results
(1) Analysis of seat belt spot check results. Seat belt is a protective device for high-altitude workers to prevent falling casualties, composed of belts, ropes and metal fittings, widely used in manufacturing, construction, shipbuilding, petrochemical, electric power and other industries, is an important special labor protective equipment. This time, 92 batches of seat belt products produced by 92 enterprises in 10 provinces (cities) were randomly inspected, and 5 batches of products were found to be unqualified, and the unqualified discovery rate was 5.4%. The salt spray test of metal parts, the overall static load, the overall dynamic load, and the overall slippage were inspected. Spot check found that 2 batches of metal parts salt spray test items were unqualified, and 3 batches of parts static load items were unqualified. According to the analysis of the technical institutions, the reason for the unqualified salt spray test of metal parts is that the enterprise does not strictly control the quality of seat belt parts and components into the factory, and the surface coating of the purchased metal parts has poor salt spray corrosion resistance; the reason for the unqualified static load of the parts is that the strength of metal parts such as fastening and adjustment buckle is poor, and the test load requirements are not met. Judging from the nearly three national supervision and spot checks, the quality of the product has been steadily improved, and the unqualified discovery rates are 11.5%, 9.3% and 5.4% respectively.
(2) Analysis of the results of random inspections of safety nets. Safety net refers to the net used to prevent people and objects from falling, or to avoid and reduce falling and material damage, mainly used in various construction sites, especially high-rise buildings, shipbuilding, bridge construction and other high-altitude work places. This time, 56 batches of safety net products produced by 56 enterprises in 12 provinces (autonomous regions and municipalities) were randomly inspected, and 3 batches of products were found to be unqualified, and the unqualified discovery rate was 5.4%. Three types of products, such as safety flat net, safety net, and dense mesh safety net, were inspected, and the items such as impact resistance, flame retardant performance, eye opening ring buckle strength, and penetration resistance were tested. Spot checks found that 3 batches of unqualified products had the problem of multiple unqualified items. According to the analysis of technical institutions, there are three main reasons for the unqualified, one is that the enterprise improperly selects raw materials and may use recycled plastics as raw materials; the second is that the production control is not strict, and the temperature and time control of the product drawing process is unreasonable; the third is that the finished product factory inspection is not enough, and the quality problems cannot be found in time. Judging from the nearly 3 national supervision and spot checks, the unqualified discovery rate of the product has decreased year by year, 12.7%, 12.0% and 5.4% respectively.
(3) Analysis of the results of random inspection of locks. Locks are the most common security protection products in the daily life of the people, generally used for lock protection such as entrance doors, inner doors, cabinet doors, or anti-theft protection of bicycles, motorcycles and other means of transport. This time, 70 batches of products produced by 60 enterprises in 6 provinces (cities) were randomly inspected, of which 3 batches of products were unqualified, and the unqualified discovery rate was 4.3%. This time, 5 types of locks, such as marbles insert door locks, ball door locks, bicycle locks, external door locks, and mechanical anti-theft locks, were randomly inspected, focusing on the axial static load of the opposing tongue, the static load of the square tongue lateral static load, the length of the tongue extension, and the static pull of the bar bicycle lock. Spot check found that the square tongue axial static load project of 1 batch of marbles core door locks was unqualified, and the static pull project of 2 batches of strip bicycle locks was unqualified. After analysis by the technical institution, the reason for the unqualified marbles insert door lock is that the strength of the material used in the square tongue transmission is not enough, and the force is easy to deform, causing the square tongue to retract, and the lock is easy to be opened; the reason for the unqualified bicycle lock is that the assembly process is not passed and the strength of the connector is not enough, and the lock head is easy to be pulled off. Judging from the state supervision and random inspection in the past three years, the quality of the product has been improving year by year, and the unqualified discovery rates are 13.3%, 11.7%, and 4.3%, respectively.
(4) Analysis of the results of random inspections of RMB discriminators. The RMB discriminator is the most commonly used machine for identifying and processing RMB, which plays an important role in ensuring the safety of people's property and ensuring financial security. This time, 20 batches of products produced by 20 enterprises in 6 provinces (cities) were randomly inspected, of which 1 batch of products was unqualified, and the unqualified discovery rate was 5.0%. The identification performance, safety performance requirements, electromagnetic compatibility requirements, etc. of the RMB discriminator were inspected, and it was found that the leakage rate of 1 batch of products and the strong project of radiation harassment field were unqualified. After the analysis of technical institutions, the unqualified leakage rate project is mainly due to the unreasonable mechanical structure design of the product, and the unqualified index will reduce the product's ability to identify counterfeit banknotes; the radiation harassment field is mainly due to the lack of scientific design of the electromagnetic compatibility of the product by the enterprise, resulting in the radiation harassment field exceeding the standard requirements, and the unqualified index may lead to the product affecting the normal work of other electronic products around the use process. Judging from the state supervision and random inspection in the past three years, the quality of the product is relatively stable, and the unqualified discovery rate is 6.7%, 9.1% and 5.0% respectively.
The circular requires strengthening the handling of spot check results, and doing a good job in handling the results of supervision and spot checks in accordance with the provisions of the "Product Quality Law of the People's Republic of China" and the "Interim Measures for the Management of Product Quality Supervision and Spot Checks". For unqualified products, measures such as sealing and seizure shall be adopted in accordance with the law, and it is strictly forbidden for enterprises to sell them out of the factory. For unqualified enterprises, clarify the rectification requirements, supervise the implementation of rectification measures, and organize review in a timely manner. Where a crime is suspected, it is promptly transferred to the judicial organs. Lawfully include enterprises with serious violations of the law and untrustworthiness in the management of the list of enterprises with serious violations of the law and untrustworthiness. The results should be entered into the e-CQS system in a timely manner and submitted to the General Administration, which will strengthen the tracking and supervision and inform the results of various localities according to the situation.
Supervise and implement the main responsibility. Notify the local government and relevant departments of the unqualified products in this spot check, take effective measures to urge enterprises to implement the main responsibility of product quality and safety in accordance with the law, guide enterprises to organize production in strict accordance with standards, and maintain product quality and safety.
Strengthen quality and technical support. Organize relevant industry organizations and technical institutions, help enterprises find out the reasons in depth, propose improvement measures and solutions, and promote the improvement of the quality level of the industry.
