On April 25, the Ministry of Industry and Information Technology publicly solicited opinions on the No. 1 revision list (draft for comments) of the mandatory national standard "Safety Technical Requirements for Chargers for Electric Bicycles". The Ministry of Industry and Information Technology mentioned in the instructions for the preparation of the No. 1 revision list of the national standard that in view of the recent large number of on-board chargers, which may affect the safety of electric bicycles, it is proposed to ban on-board chargers and improve the permanent identification content.

As soon as the news came out, many netizens misunderstood the ban on car chargers. Some netizens think that the charger of the electric bicycle in the future cannot be with the car, and some netizens think that the existing electric bicycle and charger will be eliminated.

In this regard, industry veterans who participated in the drafting of the No. 1 modification list (draft for comments) of the national standard GB 42296-2022 "Safety Technical Requirements for Chargers for Electric Bicycles" told Jimu News (report mailbox: [email protected]) reporter that the on-board charger for electric bicycles to be banned by the Ministry of Industry and Information Technology has not yet been circulated in the market, and this regulation will not affect consumers. The introduction of this regulation is to better implement GB 42295-2022 "Electrical Safety Requirements for Electric Bicycles", which plays a normative role for vehicle enterprises.

The on-board charger for electric bicycles proposed to be banned by the Ministry of Industry and Information Technology is not currently circulating in the market

On April 25, the Ministry of Industry and Information Technology publicly solicited opinions on the No. 1 revision list (draft for comments) of the mandatory national standard "Safety Technical Requirements for Chargers for Electric Bicycles".

The Jimu News reporter noticed that the "Safety Technical Requirements for Chargers for Electric Bicycles" was announced on December 29, 2019 and will be implemented on July 1, 2023. The document stipulates the technical requirements for anti-electric shock protection categories, safety, signs, warnings and instructions for chargers for electric bicycles, and describes the corresponding test methods.

In the No. 1 modification list (draft for comments) of the mandatory national standard of "Safety Technical Requirements for Chargers for Electric Bicycles" announced by the Ministry of Industry and Information Technology, there are mainly three proposed modifications, one is to modify the third paragraph of the "1 scope" to the charging facilities such as charging/swapping cabinets, charging piles, and fast charging stations that are not applicable to electric bicycles, and this modification is to delete the on-board charger of electric bicycles; The third is to change "7 signs, warnings and manuals" to "7 signs, warnings, manuals and codes", and increase the content of the code.

The Ministry of Industry and Information Technology mentioned in the instructions for the preparation of the No. 1 modification list of the national standard that in view of the recent large number of on-board chargers, which may affect the safety of electric bicycles, it is proposed to ban on-board chargers and improve the permanent identification content.

As soon as the news came out, it sparked a lot of discussion among netizens, some netizens think that the charger of the electric bicycle in the future can not be with the car, some netizens think that it can only be charged on the charging pile, and some netizens think that the existing electric bicycle and charger will be eliminated, and even some netizens understand the car charger as a device for charging mobile phones on electric vehicles.

Zhejiang Juyuan Electronics Co., Ltd. participated in the drafting of the national standard No. 1 modification list (draft for comments) of GB 42296-2022 "Safety Technical Requirements for Chargers for Electric Bicycles". On April 25, Mr. Chen, the head of the company, told Jimu News that he also paid attention to many misunderstandings among netizens about the Ministry of Industry and Information Technology's plan to ban electric bicycle on-board chargers. One voice is that the Ministry of Industry and Information Technology intends to ban the electric bicycle chargers that are now commonly used, "Many people say that they have banned this thing, and they are trying to find a way to charge it." "There is also a voice that it is forbidden to use car chargers to charge mobile phones, and netizens do not quite understand why it is banned.

"Netizens misunderstood, the car charger is not defined in this way, the traditional electric bicycle charger is called an external portable charger, and the car charger that is about to be banned has not yet been circulated in the market. The new regulations will not have an impact on consumers, but of course, the safety performance of on-board chargers can be assured. Mr. Chen said.

Mr. Chen said that the Ministry of Industry and Information Technology's public solicitation of opinions on the mandatory national standard No. 1 amendment (draft for comments) of the mandatory national standard "Safety Technical Requirements for Chargers for Electric Bicycles" is mainly to standardize vehicle enterprises and plug industry loopholes, "GB 42295-2022 "Electrical Safety Requirements for Electric Bicycles", which will be implemented on January 1, 2024, stipulates that the document does not apply to vehicles with on-board chargers, that is, electric vehicles equipped with on-board chargers can not implement this provision. As a result, some companies have begun to install on-board chargers on e-bikes in order to circumvent this regulation. This is actually a vulnerability, and GB 42296 was modified to better implement GB 42295. ”

Electric bicycles will add permanent identification of high temperature resistance, which is equivalent to an "ID card"

The Ministry of Industry and Information Technology mentioned in the instructions for the preparation of the No. 1 modification list of the national standard that the main basis for the revision of the document is to implement the requirements for the rectification of the whole chain of potential safety hazards of electric bicycles, and at the same time maintain consistency with the current and upcoming mandatory standards. The document is proposed to be issued simultaneously with the GB 42295-2022 amendment list, and the scope of application is revised synchronously, and the relevant description of "not applicable to car chargers" will be deleted. In addition, the GB 17761-2018 standard is also being revised, and it is proposed to include the prohibition of on-board chargers in the standard.

Mr. Bi, an industry veteran, told Jimu News that the four major parts of electric bicycles are motors, electronic controls, batteries and chargers, and the chargers play a great role in the service life and safety of electric bicycles. "The "Safety Technical Requirements for Chargers for Electric Bicycles", which will be implemented on July 1, 2023, is a mandatory standard, and there is no unified mandatory standard before this, and the quality of chargers produced by various enterprises is uneven, and the price and quality of products vary greatly. Mr. Bi said that in addition to the battery factor, the charger also accounts for part of the frequent fires caused by charging electric bicycles.

"Safety Technical Requirements for Chargers for Electric Bicycles" published by the Ministry of Industry and Information Technology In the mandatory national standard No. 1 amendment list (draft for comments), it is proposed to increase the code content, that is, to improve the permanent identification content, which mentions that the charger code adopts a 13-digit code structure, consisting of 3 parts, from left to right, the production enterprise code is 9 digits, and the 9th to 17th digits of the enterprise unified social credit code are represented by the main identification code (organization code); the production year code is 2 digits, which is represented by the last two digits of the AD era; and the model specification code is 2 digits, which is assigned by each manufacturer. The code should be marked on a permanent high-temperature resistant signage. The coded tag was placed in a (950±10)°C oven and kept at this test temperature for 0.5 hours, then the coded tag was removed and naturally cooled to room temperature in the air. The post-test identification information should be complete and clear.

Mr. Bi said that adding a permanent identification of high temperature resistance to electric bicycle chargers is equivalent to applying for an "ID card" for electric bicycles, which can promote the traceability management of charger information.

The note also mentions that the transition period for the implementation of the draft is recommended to be 6 months. Due to the addition of permanent high-temperature resistance labels, it takes a certain amount of time for enterprises to improve their designs and upgrade their production equipment, and it is recommended that the transition period between the release date of the draft and the implementation date be set at 6 months to ensure that production enterprises can fully digest and understand and ensure the implementation of the document.
