Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue.
Regulations on Fire Safety Management of High-rise Civil Buildings
Article 28 The evacuation passages and safety exits of high-rise civil buildings shall be kept unblocked, and it is forbidden to stack items, lock exits, or set up obstacles.
