On April 25, the Ministry of Industry and Information Technology (MIIT) publicly solicited opinions on the No. 1 amendment to the mandatory national standard (draft for comments) of the "Safety Technical Requirements for Chargers for Electric Bicycles", with a deadline of May 24, 2024. According to the draft for comments, it is proposed to add a clause to the "anti-electric shock protection category": "Chargers for electric bicycles shall not be designed, manufactured and used in the form of on-board vehicles." ”

Regarding the ban on on-board chargers, the draft for comments said that a large number of on-board chargers have appeared recently, which may affect the safety of electric bicycles.

The preparation note also stated that during the drafting of the draft for comments, the main drafting units and main drafters were convened for discussion. It explains the current situation and task needs, and implements the relevant policy requirements, which will increase the permanent identification of high temperature resistance and ban the on-board charger, without major differences.

According to reports, the transition period for the implementation of the draft is recommended to be 6 months. Due to the addition of permanent high-temperature resistance labels, it takes a certain amount of time for enterprises to improve their designs and upgrade their production equipment, and it is recommended that the transition period between the release date of the draft and the implementation date be set at 6 months to ensure that production enterprises can fully digest and understand and ensure the implementation of the document.

What is an on-board charger?

An electric bicycle practitioner told the reporter of Nandu Bay Finance Society that the so-called on-board charger refers to the integration of the main body of the charger and the vehicle, and this charger directly introduces 220V AC voltage for the electric bicycle, which is easy to cause overheating, short circuit and even fire. The corresponding is a split charger, and the main body of the charger is separated from the whole vehicle. If the on-board charger is disabled, it means that the charging method must be split on the vehicle certificate produced by the manufacturer in the future.

It is understood that there are few electric vehicles with built-in on-board chargers on the market. The reporter of Nandu Bay Finance Society consulted the customer service of Yadea's flagship store, Emma flagship store and Xiaoniao electric vehicle flagship store on the e-commerce platform, and the three customer service customers all said that the chargers of the electric bicycles sold in the store were split and not built into the car.
