Originally, Pan Hannian, as a left-wing writer and the head of the Propaganda Department of the Jiangsu Provincial Cpc Committee, actively promoted the left-wing cultural movement and opposed the Kuomintang culture, and was affirmed by Premier Zhou Enlai and other leading comrades in the struggle. Later, in 1931, he was transferred to the head of the Central Committee of the Communist Party of China,000, trying to eliminate traitors from the party and protect the security of the Central Committee of the Communist Party of China.
Pan Hannian's appointment as chief of the Special Branch Intelligence Section of the Central Committee was at the center of China's urban revolution at that time, and the Central Committee of the Communist Party of China set up its base in Shanghai to guide the revolutionary movement throughout the country. However, as the most developed city in China at that time, various imperial countries such as Britain, France, the United States and Japan divided the concession and colonized the people of the Shanghai Concession, while the Kuomintang imposed dictatorial rule over the rest of Shanghai. At that time, the overall situation in Shanghai, the military police and the gendarmerie of various forces and secret service agencies were all around, coupled with the rampant local gang forces, colluding with imperialism and the Kuomintang, and hiding potential enemies in every corner of Shanghai, so Pan Hannian's work as the chief of the intelligence section in Shanghai at that time was extremely difficult to carry out. In addition, gu shunzhang, a comrade in charge of the security work of the CPC Central Committee in Shanghai in 1931, was arrested and imprisoned, and he immediately defected and surrendered after his arrest and imprisonment, and his surrender put the intelligence section of the CPC Central Committee in Shanghai into danger at that time. Because he was familiar with the location of the CPC Central Committee and the working methods of the CPC, in addition to betraying his comrades, he also told the Kuomintang reactionaries all the important addresses of the CPC Central Committee organs and other important addresses. After Pan Hannian took over as the chief of the special section of the Cpc in Shanghai, he immediately began to work. He combined intelligence work with united front work, and absorbed a large amount of fresh blood while obtaining intelligence for the central authorities. He took advantage of the cracks and contradictions within the enemy to establish contacts with a large number of allies with interests, and no matter what their calculations and purposes were, pan Hannian interacted with them as long as it was conducive to central intelligence work. It was by establishing contact with these allies that Pan Hannian re-established the Shanghai Underground Intelligence Station as quickly as possible, sending a steady stream of intelligence to the central government. In order to rescue the captured comrades, Pan Hannian regarded the patrol houses in the concession as an important breakthrough. The patrol houses in the concessions were directly controlled by the imperialist countries, and the Chinese Communists who were arrested and imprisoned in the concessions had to be sent to the concession prisons and then extradited to the Kuomintang secret service. In order to use this loophole in the procedure to rescue comrades, Pan Hannian tried to get acquainted with the person in charge of the patrol house. Through money transactions, Pan Hannian concluded a deal with Zhao Zibai, then inspector of the Shanghai Patrol House. Taking advantage of Zhao Zibai's position, Pan Hannian successively rescued many comrades, and even used the power of the patrol house to arrest traitors of our party.
In addition to penetrating the enemy's internal intelligence, Pan Hannian also won a group of benevolent people who supported the revolution in all strata of society, and made contributions to our party's intelligence work. These benevolent men generally have considerable social status and prestige, and they can use their own social environment and scope of work to collect some general intelligence, which, after analysis and collation, will help our Party to study the situation of revolutionary development and provide a basis for making further development strategies. Wang Shaojun, a member of the League, established a cooperative relationship with Pan Hannian and made contributions to our party's intelligence work. Since Wang Shaojun was an old revolutionary veteran and had many opportunities to contact high-level Kuomintang personnel, Wang Shaojun took advantage of the chat to hear many high-level movements of the Kuomintang and grasped the further military and political trends of the Kuomintang through analysis. When the underground party organization of our party was persecuted, Wang Shaojun used his ability to cover up many comrades and protect the safety of the comrades of the central underground intelligence organization. Pan Hannian used every social resource and network to establish a strict intelligence network to deliver intelligence to the central government. After the founding of New China, Pan Hannian served as deputy secretary of the Shanghai Municipal CPC Committee, and his achievements in office were obvious to all and were unanimously praised by the masses. But one night in 1954, while attending the National Convention, Pan Hannian was secretly arrested at the Beijing Hotel and imprisoned in Gongdelin Prison. Gongdelin Prison was a prison for high-level Kuomintang officials, and it is not difficult to guess that Pan Hannian was detained for the crime of internal adultery. In Pan Hannian's criminal verdict, Pan Hannian was charged with three main charges, the first of which was the secret surrender of the Kuomintang in 1936 during the kuomintang-communist cooperation negotiations. The second was the secret surrender of the Japanese secret service during the War of Resistance Against Japan and his collusion with Wang Jingwei. The third was to cover up Kuomintang agents to deliver intelligence to the enemy in Taiwan after the liberation of Shanghai. After Pan Hannian's arrest, it was not until his formal trial that it really lasted eight years, from 1954 to 1963, when the Pan Hannian case was characterized. In fact, although the circumstances of Pan Hannian's case are complicated, after more than a year of investigation, the case can be closed, but the case is of great importance, and the competent authorities have been unable to characterize it for a long time. It was not until Chairman Mao expressed his position in a speech in 1962 that the competent authorities finally characterized the PanNian case as a traitor to the party, and pinned Pan Hannian with the three hats of Kuomintang agent, Japanese agent, and internal traitor.
Among these three crimes, Pan Hannian's most difficult to justify is the name of collusion with the traitor Wang Jingwei. Because of Pan Hannian's meeting with Wang Jingwei, Pan Hannian has not reported to the organization. It was not until after the founding of the People's Republic of China, when the party began to liquidate historical responsibilities, that Pan Hannian wrote down a document on the private meeting with Wang Jingwei. At that time, after Chen Yi, then the mayor of Shanghai, learned of this matter, he felt that the matter was of great importance and handed the matter over to the central leading organs for resolution. Later, under the actual investigation. Only then was it finally possible to reproduce the real situation. Pan Hannian's private collusion with Wang Jingwei is untrue. The actual situation was that Pan Hannian went to meet with Li Shiqun in order to obtain information that the puppet army had cleaned up our party's base area at that time, and Li Shiqun, in order to curry favor with Wang Jingwei, lured Pan Hannian to Nanjing and coerced Pan Hannian to meet with Wang Jingwei. Pan Hannian was quite helpless, at that time, the matter was suddenly urgent, there was no time to report to the upper organization for approval, and he had no choice but to negotiate with Li Shiqun and Wang Jingwei. It turned out that Wang Jingwei did not get any valuable information in the talks with Pan Hannian, and after that, Pan Hannian and Wang Jingwei no longer had any contact, so Pan Hannian's collusion with Wang Jingwei was a fact that did not exist at all. Pan Hannian's meeting with Wang Jingwei was also due to the special nature of his work, and it was not that Pan Hannian wanted to betray the party and the country. After the Third Plenary Session of the Eleventh Central Committee, in 1982, the Central Committee of the Communist Party of China laid an end to the injustices of Pan Hannian and the heroic souls of the people's heroes who made special contributions to the revolutionary cause of our Party were finally laid to rest. But on the day of rehabilitation, Pan Hannian finally did not see it with his own eyes, and in 1977, Pan Hannian died of illness, and at the time of his death, he was still wearing the hat of a secret agent on his head. Later, Pan Hannian's wife also died due to both physical and mental reasons. After Pan Hannian and his wife's ashes were rehabilitated, they were also moved from Changsha Cemetery to Beijing Babaoshan Revolutionary Cemetery for storage.
The occurrence of the Pan Hannian unjust case was caused by a variety of reasons, and the lessons of the past are worth thinking about now. Under the circumstances of The Pan Hannian defection case, there was no strict investigation and evidence collection, and the legal organs regarded the leader's behavior as the legal criterion and threw the Constitution aside. When Pan Hannian was arrested, he did not even go through the formal arrest procedures, and after the arrest, he completed the formalities in a follow-up manner.
