Therefore, in 1938, Wang Jingwei unilaterally sent representatives to sign the "Record of the Japan-China Agreement" with the Japanese side in Shanghai, and the whole record was a traitorous treaty, Wang Jingwei promised Japan to recognize the puppet state of Manchukuo, and Japan had the priority development right to China, and in return, Japan would also support Wang Jingwei to establish a new government.
So, in December 1938, Wang Jingwei, who had been prepared in advance, flew first to Yunnan and then to Vietnam.
Wang Jingwei issued a "yan telegram" in Vietnam that shocked China and foreign countries, announcing so-called "cooperation" with Japan, just at this time, shortly after the fall of Wuhan, China ended the Battle of Wuhan at the cost of 400,000 casualties, the soldiers shed blood and tears on the front line, the Chinese people were displaced, and Wang Jingwei, who was afraid of Japan, was privately making peace with Japan.

Wang Jingwei's behavior deeply hurt the feelings of Chinese people, and Wang Jingwei did not intend to turn back, and directly stepped on the Japanese thief ship and went to Nanjing.
In 1940, under the auspices of Japan, Nanjing held the so-called "capital return ceremony" to formally establish "pseudo-China", and Wang Jingwei also became the chief executive and chairman of the Wang puppet regime. It was such a Puppet regime established with the support of Japan that it was recognized internationally by 11 countries, including Nazi Germany, Italy, and Hungary, and Japan tried to make the Puppet regime appear in the name of China in the international arena.
