"An account of 430 yuan, you can see 5 rooms, use for a month." Initially, Fu Wenjie gave a quote that was not low. But He Xiaoqiang felt that it was not bad, so he transferred money to Fu Wenjie through Alipay.
Because it is real-time monitoring, some rooms are not people every day, and some rooms live in single guests, He Xiaoqiang spent a few days to watch the monitoring, and finally saw the content of "interest" - basically the life of couples in the hotel.
However, when the account was purchased for about 20 days, He Xiaoqiang found that the account could not be logged in, so he contacted Fu Wenjie, but the other party has not replied. After a closer look, Fu Wenjie's QQ account remarked: QQ number is blocked, there is something to contact with "bat", and there is also "bat" account information. After He Xiaoqiang registered the bat, he found Fu Wenjie.

"We believe that Fu Wenjie installed cameras in the hotel to secretly shoot the people in the hotel, and sold the surveillance video accounts on the Internet to make a profit from them; He Xiaoqiang and Chen Fuxing knew that the surveillance accounts sold were illegally installed in the hotel by others, but still sold them for profit, and they were all suspected of illegally using special equipment for eavesdropping and photo theft." Secretly filming seriously violates the privacy of citizens
"In handling the case, we found that although He Xiaoqiang and Chen Fuxing, who are the next family, have been seized, in fact, there are still many people waiting to be verified in the huge black and gray industry chain, resulting in an unspecified majority of people watching other people's private information." According to article 284 of the Criminal Law of the People's Republic of China, whoever illegally uses special equipment for eavesdropping or tapping photos, causing serious consequences, shall be sentenced to fixed-term imprisonment of not more than two years, criminal detention or public surveillance. In this case, it has been found that there are dangerous consequences of multiple surveillance being watched by an unspecified majority of people, the person being photographed is not specific, and the privacy, personal information and hotel operation order of the photographed person have been greatly violated, which can be determined to have "caused serious consequences".
In September 2021, defendants He Xiaoqiang, Fu Wenjie, and Chen Fuxing illegally used special equipment for wiretapping and photo theft, causing serious consequences, and their conduct constituted the crime of illegally using special equipment for wiretapping and photo theft, and were sentenced to seven months, nine months and six months in prison respectively.
In Xiang Qunjie's view, such as hotels, toilets and even fitting rooms, it is not uncommon to take candid photographs, often making the public feel "standing under a dangerous wall". The places where these criminals choose to install cameras are often so hidden that they are almost imperceptible.
Their modus operandi is to buy cameras from the Internet, after their own private modifications, hide them in the air conditioners, TV set-top boxes or sockets of various hotels, and then put the camera account numbers or videos on the Internet to sell.
Moreover, the chat software commonly used by the perpetrators is very private, and it can also set up the "burn after reading" function, and the information will automatically disappear after the group of friends read it, which brings many difficulties to the later investigation of the public security.
"From the perspective of crime, the use of cameras to secretly take pictures and steal photos, and the invasion of personal privacy, may involve the crime of infringing on citizens' personal information, the crime of illegally using special equipment for wiretapping and photo theft, the crime of illegally controlling computer information systems, the crime of spreading obscene materials for profit, and the crime of extortion."
