On December 27, 2021, the Ministry of Public Security issued the Regulations on the Application and Use of Motor Vehicle Driving Licenses (Decree No. 162 of the Ministry of Public Security), which came into effect on April 1, 2022.

Where is the change?
1) Add C2 to increase the C1 exam requirements
Article 30 of the Regulations on the Application and Use of Motor Vehicle Driver's Licenses (Decree No. 162 of the Ministry of Public Security) adds:
Those who have already held a small automatic car quasi-driving type driving license and applied for the addition of small car quasi-driving type shall take the examination subjects two and three.
Commentary: That is, the C2 model can apply for the addition of C1 models, and must pass the examination of subject two and subject three.
2) Added examination requirements for the quasi-driving type of light traction trailer
Those who have already held a quasi-driving driving license for large passenger cars, city buses, medium-sized buses, large trucks, small cars, and small automatic cars applying for the addition of light traction trailer quasi-driving types shall be tested for safe and civilized driving knowledge of subjects 2 and 3.
Commentary: Quasi-driving light tractor trailers need to hold C6 licenses, A1, A3, B1, B2, C1, C2 can increase C6, and pass the subject two and three safe and civilized driving knowledge test. (From April 1, only Yiyang and Yongzhou in the province will be piloted)
Light tractor trailers are defined as "cars with a total mass less than (excluding) 4500 kg", which can be understood as holding a C6 driver's license, you can drive a small car tow trailer caravan, and the total mass of small cars and trailer motorhomes must be less than 4.5 tons.
3) Added motorcycle driving license test requirements
Those who have already held a moped quasi-driving driving license and applied for the addition of ordinary three-wheeled motorcycles or ordinary two-wheeled motorcycles, or who hold an ordinary two-wheeled motorcycle driving license and apply for an increase in the ordinary three-wheeled motorcycle driving type, shall take subjects two and three.
Commentary: That is, F-card application to increase D-photo, E-photo, or E-photo application to increase D-photo, need to participate and pass subject two and subject three.
4) Change the examination requirements for small automatic cars for the disabled
Drivers of motor vehicles who already hold a quasi-driving license for large passenger cars, heavy traction trailers, city buses, medium-sized buses, large trucks, small cars, and small automatic cars have changed, and do not meet the conditions for the quasi-driving type of the motor vehicle driving license they hold, but meet the conditions for the quasi-driving type of small automatic passenger cars for the disabled, and if they apply for change, they shall take the examination subjects TWO and iii.
Commentary: The driving license of each model does not meet the conditions for quasi-driving type, but meets the conditions of the quasi-driving type (C5) of small automatic passenger cars for the disabled, and the application for change needs to participate in and pass subjects 2 and 3.
5) Changes in the content of the second examination of large-scale passenger and freight vehicle subjects
Article 33 of the Provisions on the Application and Use of Motor Vehicle Driver's Licenses (Decree No. 162 of the Ministry of Public Security):
(1) Large passenger cars, heavy traction trailers, city buses, medium-sized buses, large trucks examination pile examination, ramp fixed-point parking and starting, side parking, through unilateral bridges, curved driving, right angle turns, through width limit gates, narrow road U-turns, as well as simulated highways, continuous sharp bend mountain roads, tunnels, rain (fog) days, wet slides, emergency handling;
Commentary: A1, A2, A3, B1, and B2 model 2 have been changed from 16 to 14, and the original subject 2 "Through Continuous Obstacles" and "Driving on Undulating Roads" have been cancelled.

6) Cancel the fixed stop and start of C2 and C5 ramps
(3) Small automatic cars, small automatic passenger cars for the disabled, reverse into storage, side parking, curved driving, and right angle turning;
Commentary: Cancellation of ramp fixed stops and starts in C2 and C5 subjects II.
7) Stipulate the content of the C6 light tractor subject two examination

8) Mileage change of large and medium-sized passenger and freight vehicle subject three examination
Article 34 of the Provisions on the Application and Use of Motor Vehicle Driver's Licenses (Decree No. 162 of the Ministry of Public Security):
Large buses, heavy traction trailers, city buses, medium-sized buses, large trucks test mileage is not less than 10 kilometers, of which the first application for city buses, large trucks quasi-driving type, the daytime test mileage is not less than 5 kilometers, night test mileage is not less than 3 kilometers. The test mileage of small cars, small automatic cars, low-speed trucks, and small automatic passenger cars for the disabled is not less than 3 kilometers. Where night examinations are not conducted, a simulated night lighting examination shall be conducted.
Commentary: Unified the test mileage of A1, A2, A3, B1, and B2 model subjects.
9) New content of subject 3 safe and civilized driving knowledge test
Article 35 of the Regulations on the Application and Use of Motor Vehicle Driver's Licenses (Decree No. 162 of the Ministry of Public Security):
The content of the safe and civilized driving knowledge test includes: safe and civilized driving operation requirements, safe driving knowledge under bad weather and complex road conditions, dangerous disposal methods in emergency situations such as puncture tires, knowledge of preventing secondary accidents, and first aid knowledge of the injured.
Commentary: Added first aid knowledge for the wounded.
10) Changes in the relevant contents of holding an overseas motor vehicle driver's license
Article 37 of the Regulations on the Application and Use of Motor Vehicle Driving Licenses (Decree No. 162 of the Ministry of Public Security):
Those who apply for a motor vehicle driving license with an overseas motor vehicle driver's license shall take the first subject of the examination. Applicants who apply for a driving license for a large passenger car, heavy traction trailer, city bus, medium-sized passenger car, and large truck motor vehicle shall be examined for subjects 1, 2 and 3.
Commentary: Order No. 139 cancels that "mainland residents who hold a driving license for a foreign motor vehicle and have resided in the issuing country or region for less than three consecutive months at the time of obtaining the motor vehicle driver's license shall take the examination subjects 1, 2 and 3".
The examination requirements for large and medium-sized passenger and freight vehicles such as A1, A2, A3, B1, and B2 have been added, and the previous subjects 3 have been changed to the subjects 1, 2 and 3 that should be tested.
