Implementation of technical standards for pickup trucks
On May 1, the highly anticipated technical standard for pickup trucks, the "Technical Conditions for Multi-purpose Trucks", will officially come into effect. This is the first technical standard for pickup trucks in China, which clarifies the definition of pickup trucks and makes detailed requirements for size, climbing capacity, fuel economy, cargo boxes, tires, etc.
The standard proposes detailed provisions such as "the top length of the cargo box shall not exceed 35% of the length of the vehicle and not more than 1850 mm", "the seat spacing shall not be less than 650 mm", "the cargo box shall only have the rear railing in the openable and closed state", "at least one rear seat shall be equipped with ISOFIX child restraint system fixture", and more emphasis will be placed on the passenger and cargo dual-purpose and multi-purpose attributes of pickup trucks. This means that in the future, low-end models with pure pull-of-goods attributes and ultra-long cargo box models will be excluded from the ranks of pickup trucks and will no longer enjoy the dividends of entering the city.
Recently, the General Office of the State Council issued a document proposing to "implement refined management of pickup trucks entering the city, and study further relaxing the restrictions on pickup trucks entering the city." "Combined with the upcoming technical standards for pickup trucks, in the future, the possibility of pickup trucks existing independently as "multi-purpose trucks" in management will be further increased. "General Technical Conditions for Multi-purpose Trucks" can not only improve the quality of pickup truck products, standardize the technical requirements of pickup trucks, but also provide an important technical reference for traffic management law enforcement departments, completely change the situation that the standards for lifting pickup trucks are different, the progress is different, and the landing is not real, and gradually promote the changes in urban road rights, scrapping, annual inspection and highway rights and interests.
Vehicle modification registration can be handled across provinces
The Ministry of Public Security's newly revised Regulations on the Registration of Motor Vehicles will also be implemented on May 1. The revision further reforms and improves the motor vehicle registration system, and introduces 5 new measures to facilitate the registration of motor vehicles, one of which is to implement the "inter-provincial general office" for vehicle information changes, that is, to change the tail plate of trucks, the installation of auxiliary devices for cars for the disabled, and the installation of luggage racks for passenger cars, etc., the public can apply for the location of the vehicle without returning to the place of registration for inspection.
That is to say, after the owner modifies the pickup truck, he can go through the change procedures in any city in the country, which provides great convenience for the owner. In addition, the new regulations also promote the exemption of license plates of new private cars (only for small and micro non-operating passenger cars), the national "one-card general office" for passenger car registration, the electronic application materials and files, and the sharing and verification of departmental information networking.
The license plates of the two vehicles are interchangeable
As early as 2019, the Ministry of Public Security proposed in 10 new measures for the reform of public security traffic management "decentralization service" to "expand the range of the original number plate number", allowing the change of car without changing the license plate when meeting the requirements, and also allowing the license plate of the two vehicles to be exchanged. This provision was clarified again in the newly revised Regulations on the Registration of Motor Vehicles and came into force on 1 May.
License plate swap means that there are two vehicles under the same owner's name, and if the requirements are met, you can apply for the license plates of the two vehicles to be exchanged. The specific requirements are: two vehicles with interchangeable license plates must be registered in the name of the same owner, have the same type of number plate (e.g. the same small car, the same pickup truck, etc.) and the nature of the use of the vehicle is non-operational. At the same time, each motor vehicle can only change the license plate once a year, and does not support off-site number plates and different types of number plate exchange.
License plate number can be selected by yourself
As we all know, in the current regulations, the license plate is generally randomly selected by the machine, the owner does not have much autonomy, and after the implementation of the new regulations on motor vehicle registration from May 1, the license plate of the motor vehicle can be self-selected. That is to say, the owner can make his own license plate according to his own needs and preferences, as long as the self-compiled license plate has not been used and meets the corresponding conditions, he can use it directly. This new regulation gives car owners a higher degree of freedom, and it is easier to choose the license plate number they like, which must be what many cardholders have been looking forward to for a long time.
On the whole, whether it is the new regulations on driver's licenses that have been implemented since April 1, or the new regulations on motor vehicle registration that will take effect soon, it is good for the majority of car owners, and it will be more convenient for consumers to buy and use cars in the future.
