The "New Traffic Regulations" have been in operation for nearly a month, and the newly revised Regulations on the Registration of Motor Vehicles (hereinafter referred to as the Regulations) will also be officially implemented from May 1 this year.
According to the information released by the Ministry of Public Security, the revised "Regulations on the Registration of Motor Vehicles" has a total of 7 chapters and 93 articles, and the revision involves a total of 78 articles, of which 53 articles are revised and 25 new articles are added. The revision mainly focuses on deepening the reform of the motor vehicle registration system, and introduces three new measures to facilitate vehicle registration: one is to promote the exemption of license plates on new private cars; the second is to promote the national "one-certificate general office" for passenger car registration; the third is to promote the "inter-provincial general office" for vehicle information change.

Among them, the exemption from the inspection of the license plate of new private cars refers to the inspection of small and micro non-operating passenger cars at the factory, the sharing of vehicle information between production enterprises and the public security traffic management department, and the exemption of motor vehicles from inspection when the masses apply for registration.

Previously, when a new car was licensed, it was necessary to go to the vehicle management office to conduct "on-line inspection", including checking whether the vehicle's engine number and vehicle identification code were consistent with the information on the motor vehicle certificate. After the implementation of the regulations on May 1, the purchase of private cars does not require vehicle inspection when registering and licensing, which accelerates the efficiency of licensing.
It is worth mentioning that in the current regulations, the license plate is generally randomly selected by the machine, and the owner does not have much autonomy, but since the implementation of the regulations, the owner can compile the license plate according to his own needs and preferences, as long as the self-compiled license plate can meet the corresponding conditions and can be used directly.
At the same time, for owners of two non-operating vehicles registered with the Vehicle Management Office in the same jurisdiction and both belong to the same type of number plate, the license plates of the two vehicles can be exchanged according to their own needs, but the above operation can only be applied for once a year.
For those who register small and micro non-operating passenger cars outside the place of household registration, the provisions make it clear that the applicant can use the resident identity card to "handle it all by one" without submitting a certificate of residence. This means that after the implementation of the regulations, whether it is a new car registration or a second-hand car transaction transfer, the applicant can apply for registration through a different-site IDENTITY card even if he does not have a residence permit for the place of work. The "scalpers" who previously made profits by applying for a residence permit receipt or a local business license may be hit to a greater extent.

However, it should be noted that the "one-certificate general office" still needs to be implemented in accordance with local policies for places that have implemented the regulation and control of the total number of passenger cars.
For acts such as changing the registration information of vehicle modification, the regulations will also be relaxed to a certain extent. For example, if the vehicle is equipped with a luggage rack, the truck is equipped with a tail plate, or the disabled person installs an auxiliary device for the vehicle, etc., in the current regulations, it is necessary to go to the vehicle registration place for inspection. After the implementation of the regulations on May 1, the above needs can be handled across provinces, and vehicle information changes can be processed in any province in the country.

In addition to the above three new measures to facilitate vehicle registration, the Ministry of Public Security has also introduced two new measures to reduce certificates and facilitate people's services: First, the implementation of electronic application materials and archives. Implement electronic collection of application materials, electronic management of archives, and online transmission of information such as motor vehicle transfer and driver examination, so as to realize the "reduction of links, materials, and time limits" for traffic management business. The second is to promote the networking and verification of departmental information networking. It is networked with the information of taxation, banking and insurance regulatory, transportation, medical institutions and other departments, sharing information such as car purchase tax, compulsory traffic insurance, operating qualifications, physical examination, etc., and the masses are exempted from submitting relevant certification certificates when handling business.

Through the optimization of the motor vehicle registration process, after the implementation of the regulations, the motor vehicle registration process has been reduced from the original 8 links to 3, while the registration time limit has been shortened from 5 days to 2 days, and the replacement registration certificate has also been shortened from the original 15 days to 1 day. At the same time, through the adjustment of the service window to facilitate the owner to register the motor vehicle business, try to implement convenient and fast online appointment acceptance and handling of motor vehicle registration and other business, but also extend the handling business of motor vehicles to lower-level units, such as vehicle registration in vehicle sales units or trading markets.
"In recent years, the Ministry of Public Security has successively launched 69 reform measures for traffic management and convenience, such as the 'National General Office and One Certificate Fast Office', and the window reform has benefited more than 900 million people, and Internet services have benefited more than 3.2 billion people, saving more than 80 billion yuan in handling costs for the masses and enterprises."
