According to previous news, starting today (May 1), the newly revised Regulations on the Registration of Motor Vehicles (Order No. 164 of the Ministry of Public Security) will be officially implemented.
According to the new measures proposed in the new regulations to facilitate the registration of motor vehicles, the warrant plates of new private cars will be exempted from inspection.
The Ministry of Public Security, together with the Ministry of Industry and Information Technology, will pilot the pre-inspection of domestic passenger car registration and production enterprises in 10 cities before the end of May, implement the inspection of vehicles when new cars leave the factory, share vehicle information between production enterprises and public security traffic management departments, and exempt the masses from handing over motor vehicles when registering.
According to the Information of the Traffic Management Bureau of the Ministry of Public Security, the first batch of 10 cities promoted are Beijing, Wuhan, Guangzhou, Shenzhen, Baoding, etc., including 11 brands such as BYD, Great Wall and Ideal.
In addition, there are a total of 5 major changes, such as the electronic application materials and files, and the national "one-card general office" for passenger car registration.
The details are as follows:
1. It is to promote the exemption of license plate on new private cars.
Together with the Ministry of Industry and Information Technology, in 10 cities before the end of May, pilot the opening of pre-inspection of domestic passenger car registration and production enterprises, the implementation of new cars when leaving the factory inspection of vehicles, production enterprises and public security traffic management departments to share vehicle information, the masses are exempted from the registration of motor vehicles.
Actively promote the new model of Internet registration services, realize online car sales, online number selection, and online registration, facilitate the masses to quickly get on the card, help the development of the automotive industry, and gradually implement it nationwide on the basis of pilots.
2. Implement the national "one-card general office" for passenger car registration.
For those who register small and micro non-operating passenger cars outside the place of household registration, the applicant can use the resident identity card to "do it all at once" without submitting a certificate of residence. For places where the total number of passenger cars has been implemented, it is still necessary to implement local policies.
3. Implement the "inter-provincial general office" of vehicle information change.
For the change of trucks to install tail plates, disabled people to install auxiliary devices, passenger cars to install luggage racks, etc., the public can apply for the location of the vehicle, without returning to the place of registration to inspect the car.
4. Promote the electronicization of application materials and files.
Implement electronic collection of application materials, electronic management of archives, and online transmission of motor vehicle transfer information, so as to realize the "reduction of links, materials, and time limits" for traffic management business.
5. Promote departmental information networking, sharing and verification.
Information networking with taxation, banking and insurance regulatory, transportation and other departments, sharing information such as car purchase tax, compulsory traffic insurance, and operating qualifications, the masses are exempted from submitting relevant certification certificates when handling business.
