With the increasing number of cars, the domestic traffic pressure is also increasing, in order to further improve the management of policies and regulations, new traffic regulations have been landed, including a number of illegal deductions adjustments, driving test certificates and new policies for car registration.
The Regulations on the Application and Use of Motor Vehicle Driver's Licenses and the Measures for the Administration of Scoring for Road Traffic Safety Violations will be implemented from 1 April 2022, and the Regulations on the Registration of Motor Vehicles will be implemented from 1 May 2022.
Adjustment of the management measures for deducting points for violations
1. Implement measures to reduce points from the study of the law
For those who participate in the study of road traffic safety laws, regulations and related knowledge and pass the examination, or participate in the traffic safety public welfare activities organized by the public security traffic management department, and meet the conditions for deducting points, they can deduct points from the accumulated points, and a maximum of 6 points can be deducted in a scoring cycle.
2. Optimize and adjust the score value
(1) Driving a motorcycle without wearing a safety helmet, 2 points will be deducted from 2 points to 1 point.
(2) Driving a motor vehicle that does not match the type of quasi-driving car shall be deducted from 12 points to 9 points.
(3) Driving a motor vehicle in violation of the prohibition sign or the prohibition marking instruction, the deduction of 3 points is changed to a deduction of 1 point.
(4) When driving a motor vehicle encounters a front motor vehicle parking queue or slow driving, overtaking or occupying the opposite lane and interspersing the waiting vehicle, it will be deducted from 2 points to 3 points.
(5) If the driver of a motor vehicle has made calls or answered handheld phones and other acts that hinder safe driving, the deduction of 2 points will be changed to a deduction of 3 points.
(6) For those who accept the punishment of traffic violations on behalf of others to obtain benefits, 12 points will be directly deducted.
(7) Delete the relevant regulations such as "Motor vehicles on the upper roads do not have inspection pass signs and insurance signs, and do not carry a driving license or motor vehicle driver's license with them".
(8) Delete the A and B driver's licenses "deduct 12 points for downgrading", and drivers can achieve no downgrade through study and examination.
3. Adjust the full score study examination system
For those who have scored 12 points multiple times in a scoring cycle, extend the study time, increase the learning content, increase the examination subjects, and strengthen the education management of drivers who have repeatedly violated the law.
New policy for driving tests
1. Implement the national "one-card general examination" for large and medium-sized passenger and freight vehicle driving licenses
For those who apply for a driving license for large and medium-sized passenger and freight vehicles outside the place of household registration, the applicant can use the resident identity card to "pass the examination with one card" and no longer need to submit a certificate of residence.
2. Reinstate the Driving Qualification Examination "Inter-Provincial"
Where the driver's license has not been renewed beyond the validity period and has been cancelled for less than two years, the applicant may apply to any place in the country to take the subject one examination and restore the driving qualification.
3. Optimize the regulations, content and items of the driver's license test
(1) The penalty for "taking the exam in place of others" has been increased. There are two specific situations: for those who hold a driver's license, if they find that they have taken the test in place of others, they will directly cancel their driver's license; those who have not yet held a driver's license are not allowed to apply for a motor vehicle driving license for 3 years.
(2) For those who hold a small automatic car driving license (C2) to drive a small car (C1), or hold a motorcycle driving license to drive other types of motorcycles, only subjects 2 and 3 are tested.
(3) The clause on "internship period after additional driving" has been deleted, and the internship period for "first-time acquisition of motorcycles" has been added.
(4) The Small Automatic Car Driver's License (C2) test deletes "ramp fixed-point parking and starting", and only retains "reversing into storage, side parking, curved driving, and right angle turning", but the test items for small cars (C1) remain unchanged.
4. Added light traction trailer quasi-driving type
A new quasi-driving type "light traction trailer" has been added, that is, a car train with a total mass of less than (excluding) 4500 kg. Added C6 driver's license required to drive a "light tow trailer".
There are two points to note: the applicant must be between the ages of 20 and 60 years, and the applicant must have a C1 or C2 driver's license for one year or more, and has not scored 12 points in the most recent scoring cycle to apply for an additional C6 driver's license.
New policy on car registration
1. The license plate of the new car of the private car is exempt from inspection
For small and micro non-operating passenger cars that inspect the vehicles at the factory, the production enterprises and the public security traffic management department share vehicle information, and the owner of the vehicle is exempted from the inspection of the motor vehicle when registering.
Actively promote the new model of Internet registration services, realize online car sales, online number selection, and online registration, facilitate and quickly license the card, and help the development of the automotive industry.
2. Implement the national "one-card office" for passenger car registration
For those who register small and micro non-operating passenger cars outside the place of household registration, the applicant can use the resident identity card to "do it all at once" without submitting a certificate of residence.
3. Implementation of "Inter-Provincial Communication" for Vehicle Information Changes
For the change of trucks to install tail plates, disabled people to install auxiliary devices, passenger cars to install luggage racks, etc., the public can apply for the location of the vehicle, without returning to the place of registration to inspect the car.
