According to the Traffic Management Bureau of the Ministry of Public Security, the newly formulated "Regulations on Motor Vehicle Registration" is based on the 69 traffic management reforms that have been launched, and 9 new convenience measures have been introduced, including two major service measures: vehicle registration, driving test and certificate reduction.
Vehicle registration measures
(1) Promote the exemption of license plates on new private cars
Friends who have experience in buying new cars should all know that there are two main ways to register new cars, one is to register through the "motor vehicle registration service station" in the automobile city, which is very efficient, but the probability of paying 1000-3000 yuan of card service fees. Second, after the 4S store applies for a temporary license, it goes to the local or off-site vehicle management office to register the license plate, although this way does not need to pay the service fee to the 4S store, but the efficiency of the entire license registration is low and the car inspection is required.
After the implementation of the new measures, small and micro non-operating passenger cars must complete the inspection when leaving the factory, and the production enterprises need to share vehicle information with the public security traffic management department, so as to achieve the exemption from inspection of the new license plate of the new private car, and realize the online sales, online number selection and online registration of the new car.
(2) Implement the national "one-card general office" for passenger car registration
This regulation applies to both the registration of new cars and the transfer of used car transactions. By realizing the "two certificates in one" of identity card and residence permit, for those who register small and micro non-operating passenger cars outside the place of household registration, the applicant can use the resident identity card to "handle the matter in one card", and there is no need to submit a residence certificate.
After the implementation of this regulation, even if the applicant does not have a residence permit for the place of work, he can apply for registration through a different-site identity card. The grey industry that pays for a residence permit receipt or a local business license may be hit to a greater extent.
However, it should be noted that this measure has a big premise, that is, for places that have implemented the total number of passenger cars, they still need to be implemented in accordance with local policies. And it is difficult for us to define which cities have clearly implemented the total number of passenger cars in addition to the north, Shanghai, Guangzhou, and Shenzhen, and if "local IDENTITy cards or residence permits are required to register and license" also belong to the category of total volume regulation, then the improvement of the convenience of "one certificate through office" is debatable.

(3) Implement the "inter-provincial general office" for vehicle information changes
This regulation applies to the "modification" of vehicles, and for the change of trucks to install tail plates, the installation of auxiliary devices for cars for the disabled, the installation of luggage racks in passenger cars, etc., the public can directly apply for registration at the location of the vehicle, without returning to the vehicle registration place to inspect the vehicle.

However, it should be noted that there is a threshold for driving a small car train, the driver's driving license must be A2 or C6, and the maintenance quality of the train cannot exceed 4200KG. In other words, small trains will enter the hall of elegance from the gray area.
Reduction service measures
(1) Promote the electronicization of application materials and archives
After the electronic driver's license officially came into effect, the application materials and files have also been electronic, the information such as motor vehicle transfer and driver examination has been transmitted online, and the vehicle inter-provincial and inter-city transfer no longer needs to return to the registration place to file, which greatly optimizes the process of vehicle transfer. It's just that when a used car is transferred through the electronic file, it cannot print a new driving license on the spot.
(2) Promote departmental information networking and sharing verification
The Traffic Management Bureau of the Ministry of Public Security will network with the information of taxation, banking and insurance regulatory commissions, transportation, medical institutions and other departments, sharing information such as car purchase tax, compulsory traffic insurance, operating qualifications, physical examination, etc. The masses may not provide relevant certification certificates when handling business.
That is to say, when the masses register new cars, they do not need to provide relevant certificates of purchase tax and compulsory insurance, and the masses no longer need to worry about affecting business handling due to insufficient preparation of paper materials. For example, when we applied for a temporary license plate for a work car before, we could not smoothly apply for a temporary license because we did not print the paper version of the compulsory traffic insurance.
