At the recent two sessions of the National People's Congress in 2022, representatives of commercial vehicle companies put forward many suggestions on the development of the industry. These suggestions either reflect the will of the people or reflect the trend of the industry. It plays a certain role in promoting the sustainable development of the commercial vehicle industry in mainland China. Watch point 1: Not earlier than 2028? The implementation of the China VII emission standard for heavy commercial vehicles may be implemented later
At present, when the National VII emission standards will be implemented is the focus of common concern of the industry and users. A few days ago, the State Council issued the "14th Five-Year Plan" comprehensive work plan for energy conservation and emission reduction, which clearly stated that it would study and formulate the next stage of light vehicles, heavy vehicle emission standards and oil quality standards. This means that the National VII emission standard has been put on the agenda.
At this year's two sessions, Xu Yanni, a deputy to the National People's Congress and the director of the new product trial assembly section of Guangxi Yuchai Machinery Co., Ltd., suggested that the implementation time of the national seven emission standards for heavy commercial vehicles should be no earlier than 2028, or later, so as to leave sufficient technical preparation and product preparation time for engine companies.

The reason is that for diesel vehicle manufacturing related enterprises, in the short term, on the basis of the National VI emission standards, they will face many technical difficulties, and there are still severe "card neck" situations in some key technology areas.
Highlight two: various support policies will be tilted to let the passenger transport and other industries pass through the difficulties
On March 5, Premier Li Keqiang of the State Council proposed in the government work report of the two sessions that efforts should be made to stabilize market players and ensure employment, and increase the implementation of macro policies. Improve policies such as burden reduction and relief, and consolidate the foundation for stable economic operation and quality improvement. Among them, special mention is made: catering, accommodation, retail, tourism, passenger transport and other industries have a large employment capacity and are heavily affected by the epidemic, and various support policies must be tilted to support enterprises in these industries to survive, overcome difficulties and have a head start.
This is a good signal for the tourist passenger transport industry, and it will also help the bus market to pick up. In recent years, the bus market has been affected by the decline of subsidy policies, the new energy bus market is dismal, coupled with the impact of the epidemic in the past two years, the market sales volume has continued to decline. Highlight three: Two NPC deputies suggested that the hydrogen internal combustion engine may be accelerated in its promotion and application
At present, "carbon neutrality" is a global hotspot, and China has clearly put forward the goals of "carbon peak" in 2030 and "carbon neutrality" in 2060. The traditional internal combustion engine industry is facing greater challenges, and the hydrogen internal combustion engine may become a breakthrough in transformation.
At this year's two sessions of the National People's Congress, two NPC deputies spoke for the hydrogen internal combustion engine and supported the acceleration of its promotion and application, these two representatives were Liu Hanru, chief scientist of Geely Commercial Vehicle, and Xu Yanni, the representative of Yuchai mentioned above. Among them, Liu Hanru suggested: First, the hydrogen internal combustion engine and hydrogen fuel cell support policy are the same, and the hydrogen internal combustion engine is included in the hydrogen energy development strategy; the second is to set up a special hydrogen internal combustion engine to promote the improvement of the key common technology level of the hydrogen internal combustion engine; the third is to establish a number of demonstration projects to build a standard regulatory system for hydrogen internal combustion engines and vehicles.

In Liu Hanru's view, in terms of hydrogen energy strategy, hydrogen energy internal combustion engine is a very good supplement to hydrogen fuel cells, making up for some application scenarios that fuel cells are not applicable, hydrogen internal combustion engines have the characteristics of low cost, zero carbon emissions, high fuel efficiency and fuel adaptability. According to reports, domestic automobile and internal combustion engine companies have begun to develop hydrogen energy prototypes, and soon entered the stage of prototype development.
Xu Yanni, a representative of Yuchai, suggested that the state introduce and improve the policies and regulations related to the upstream and downstream of the hydrogen internal combustion engine industry chain, strengthen the construction of hydrogen energy infrastructure facilities, and support the acceleration of the promotion and application of hydrogen internal combustion engines. According to its introduction, Yuchai has independently developed a hydrogen internal combustion engine power system with zero carbon emissions, which has the application potential of commercial vehicles in all fields. Watch point four: Li Shufu for the development of the power exchange automobile industry pulse replacement heavy truck or will drive into the fast lane of development
In recent years, the vehicle-to-electricity separation of the power exchange mode because of its high efficiency and cost reduction and other advantages, highly respected by the market, especially in the field of heavy trucks, the news of heavy truck orders and commissioning of electricity exchanges is endless, and various companies are scrambling to launch power-swapping tractors /dump trucks/mixer trucks.
While the market is hot, it also exposes some problems. At the two meetings, Li Shufu, chairman of Geely Holding Group, pointed out that there are still some supporting policies and measures to be broken through in the entire life cycle link and ecological construction of the separation of vehicle and electricity; the sustainable development of the power exchange model requires the cooperation of government departments, industry associations and enterprises to jointly promote.

He suggested that, first, speed up the clarification of the relevant provisions of the construction of the substation, the change of high and low pressure boxes, land and construction approval, and incorporate them into the national market management standard system; the second is to further improve the relevant policies and regulations of the power exchange model, optimize the announcement regulations of the power exchange model, establish an exclusive announcement certification system for the power exchange model, and form a separate certification of the car and the battery under the separation of vehicle electricity; the third is to accelerate the standardization and generalization of the power exchange mode.
Highlight five: China's caravan tour and camping industry may be the next trillion-level industry

In recent years, domestic caravan tourism has gradually been concerned by the majority of the people and has become a new hot spot and tourism growth point. The campgrounds combined with caravan tours and self-driving tours can effectively promote the development of the self-driving camping industry while beautifying the natural environment, drive the construction of rural tourism and beautiful villages, and promote the multi-faceted development of urban and rural tourism economy. In Yin Tongyue's view, the caravan self-driving camping industry is in line with the national tourism development planning policy, and the future of China's caravan tourism and camping industry will be the next trillion-level industry.
However, at present, the scale and level of China's caravan tourism industry is still in its infancy, on the one hand, due to the policy of land planning of the nature of land use, there are fewer supporting caravan campsites, the development of camps is slow, RV parking is difficult, after-sales is difficult, supply is difficult, poor experience and other problems are prominent, compared with the European and American market camps like gas stations, compared with the popularity and convenience, the gap is far; on the other hand, the caravan rental market is also in urgent need of development, and it is urgent to strengthen overall planning and normative leadership.
Therefore, Yin Tongyue suggested that, first, the Ministry of Culture and Tourism should strengthen the development plan of the campground and caravan rental industry, and vigorously promote the development of the caravan camp and caravan rental industry from the industrial policy; second, make full use of idle resources and flexibly plan the industrial land for camping; third, encourage social capital to actively invest in the construction of caravan camps and the caravan rental industry; fourth, guide caravan tourism enterprises to become stronger and more refined, support advantageous enterprises, advantageous brands and advantageous projects, and support the creation of a number of well-known enterprises with international competitiveness and independent brands with international influence.

First, optimize the preferential policies for new energy trucks. Reduce the cost of vehicle purchase, continue to give light fuel trucks to replace pure electric truck subsidies, and appropriately expand the scope of implementation, encourage the large-scale promotion of pure electric, hydrogen fuel and other products; reduce the cost of new energy trucks, give certain operating subsidies, and improve the preferential policies for new energy trucks in terms of electricity prices, parking costs, highway fees, etc.; encourage local open rights of way, formulate differentiated traffic management measures for new energy trucks, expand the traffic area of new energy trucks, and reduce the restriction conditions.
Second, the subsidy threshold of 20,000 kilometers in 2 years should be appropriately relaxed, and it can be declared after it reaches the standard of 20,000 kilometers. Relax the threshold of 20,000 kilometers for 20,000 kilometers in some scenarios, especially for special operation scenarios such as airports, power grids, and ports, such as relaxing the 2-year age requirement to 3 years.
The third is to accelerate the construction of charging and replacing new energy trucks, and give priority to improving the high-frequency use scenarios of new energy trucks, such as express delivery, postal services, urban distribution and other peripheral charging and replacement infrastructure systems. Liu Hanru put forward three proposals for the commercial vehicle industry at the two sessions, in addition to the hydrogen internal combustion engine, in terms of public railway and water intermodal transport, he proposed to promote modular transportation and the implementation of double-hung trains.
In his view, the implementation of automobile double-trailer trains is an important carrier to promote modular transportation to accelerate the construction of a transportation power, in the context of the double carbon strategy, to promote automobile double-trailer trains to improve transportation efficiency, reduce fuel consumption and new energy of all-scenario commercial vehicles, and become a combination of commercial vehicle companies to promote national strategies. According to the 20-year operation case in Europe and the United States, the transportation efficiency, energy economy and maintenance cost of the double-trailer train have been fully verified.
Liu Hanru believes that the automobile double-trailer train is the only way to build efficient coordinated transportation of roads, railways and shipping on the mainland, and will become the standard equipment necessary for the integration of multimodal transportation systems and comprehensive transportation in the mainland, with the outstanding advantages of "three upgrades and three declines"; and suggests: First, support the new mode of double-trailer train transportation, the relevant ministries and commissions of the State Council have issued policies to support qualified provinces and cities to actively carry out pilot demonstrations of road modular transportation; second, it is recommended to fully learn from the experience and practices of the state in supporting the development of intelligent networked vehicles At the same time, the relevant provisions of the Road Traffic Safety Law are revised to clear the obstacles for the double-hanging and multi-trailer car trains to drive on the road; the third is to propose to revise the mandatory national standards GB7258 "Motor Vehicle Safety Technical Conditions" and GB1589 "Road Vehicle Outer Dimensions, Axle Load and Quality Limits" to provide standardized support for the double-hung multi-trailer car trains to run on the road.
Highlight 8: It is recommended that methanol vehicles be included in the new energy vehicle system
The development of methanol vehicles in mainland China has a history of more than 40 years. Methanol production sources are extensive, the economy is huge, and the whole industry chain is sustainable. Methanol has become a new type of clean green energy recognized by the global industry.
Li Shufu and Liu Hanru, at the two sessions, both of them made suggestions for methanol vehicles. Li Shufu suggested that it is recommended to comprehensively promote the application of methanol vehicles in the mainland, include methanol vehicles in the development system and management of new energy vehicles, give methanol vehicles the same policy support as new energy vehicles, drive more enterprises to invest in the research and development of methanol vehicles, and accelerate the realization of carbon neutrality in the transportation field.
Liu Hanru suggested that, first, green methanol should be incorporated into the new energy system as soon as possible, establish a national standard and supervision system, and give authoritative identification and authorization of green methanol production qualifications for green methanol synthesis enterprises, so as to drive the development of the green methanol industry and improve the energy structure; the second is to give methanol vehicles the definition of new energy vehicles, and give support according to the overall management and market operation of new energy vehicles; third, the engineering design and construction requirements of methanol filling stations are included in the national standard GB 50156 "Construction Specifications for Vehicle Refueling and Refueling Stations" , co-ordination specification. Encourage existing filling stations to increase methanol filling functions, develop methanol fuel filling systems according to local conditions, and promote various filling forms such as mobile filling vehicles, skid-mounted stations, and fixed stations to meet the filling needs.
