Second, accelerate the revision and promulgation and implementation of the Road Traffic Safety Law, and lay a legal foundation for accelerating the large-scale commercial and unmanned use of autonomous vehicles from the national level. Clarify the admission rules for L4 autonomous vehicles. Formulate policies such as autonomous driving operation management measures, insurance packages, accident handling mechanisms, etc., and issue official number plates for vehicles that meet the requirements.

Third, moderately advance the construction of intelligent transportation infrastructure, give full play to the remote control advantages of 5G, improve traffic efficiency and safety through vehicle-road coordination, and drive the transformation and upgrading of the automobile industry to intelligence and networking.

The development of intelligent connected vehicles should pay attention to data security and privacy protection

Intelligent connected cars are booming, but how can data security and user privacy be protected? Zhu Huarong, deputy to the National People's Congress, secretary of the Party Committee and chairman of Changan Automobile, submitted four suggestions, including "Suggestions on Coordinating the Development and Safety of Intelligent and Connected Vehicles" and "Suggestions on Replacing Paper Certificates of Conformity with Vehicle Electronic Certificates of Conformity and Improving national information management capabilities".

In his view, there are still problems in the current intelligent networked automobile industry, such as the lack of specific provisions on automotive data security and privacy protection, which is not conducive to the healthy development of intelligent networked vehicles; the application of network integration is not sufficient, most of them rely on a single industry to fight alone, and the data is not effectively integrated; in terms of system data, the lack of a unified standard data center, people, vehicles, roads, fields (parking lots), signal systems are not integrated enough, there are data barriers, island effects; intelligent networked vehicle regulations need to be further studied and improved. Including the identification of safety responsibility for intelligent connected vehicle products, the identification of traffic accident liability, the identification of the subject of automatic driving responsibility, the lack of legal provisions in terms of automatic driving ethics, etc., it is not conducive to the healthy development of intelligent and connected vehicles.

In this regard, Zhu Huarong suggested improving the system of laws and regulations, within the scope of safety and control, to accommodate the development of emerging industries; government guidance, regulatory protection, and standard unification, accelerate industry cooperation, break down data barriers; rationally formulate automotive data security and privacy protection requirements, establish credible automotive data circulation channels, and further promote the development of intelligent and connected vehicles while meeting data security requirements.

Establish a long-term mechanism for "digital space crash testing" of intelligent networked vehicles

Safety is a key word in intelligent and connected vehicles. Zhou Hongyi, member of the National Committee of the Chinese People's Political Consultative Conference and founder of 360, suggested that learning from the means of automotive physical crash testing should establish a long-term mechanism for the "digital space crash test" of intelligent and connected vehicles, and mandatory for intelligent networked vehicles sold in the mainland to pass the "digital space crash test".

According to the statistics of the 360 Vehicle Networking Security Laboratory, among the 53 models of intelligent networked cars sold by 25 car companies in China, 360 companies have found a total of more than 1600 vulnerabilities, of which more than 1000 are cloud vulnerabilities, which can cause attackers to remotely control all the intelligent networked cars of the brand in batches; more than 600 car-side vulnerabilities can lead to attackers controlling cars in close non-contact, such as opening and closing doors, starting engines, etc.

Zhou Hongyi believes that the automotive industry should build a set of intelligent networked vehicle situational awareness system with the automotive safety brain as the core as soon as possible to help regulatory authorities and car companies realize the real-time "visible, controllable and manageable" of automotive safety, and ensure that intelligent connected vehicles are always in a safe state.
