Activity content
A total of 9.3 million yuan of car purchase subsidies will be issued, and car purchase subsidies will be given to individual consumers who purchase new cars with a non-operational nature of small passenger cars with a first hand of seven seats or less (total price and tax) in eligible automobile sales enterprises during the activity period, which will drive the growth of automobile consumption in our city.
Event Rules
1. Participating merchants require:
Automobile sales enterprises that are filed in accordance with the provisions of the National Measures for the Administration of Automobile Sales and registered in Fuzhou.
2. Requirements for activity subsidy objects:
(1) Individual consumers who purchase a new non-operating small passenger car with a first-hand seven-seater or less (total price and tax) from an eligible automobile sales enterprise during the campaign period (the invoice date is from January 15, 2022 to February 28, 2022);
(2) Pay the vehicle purchase tax and license plate in Fuzhou City (the first registration time of the driving license is from January 15, 2022 to March 6, 2022);
(3) The cloud flash payment account number, car purchase invoice, and driving license are all the same user.
3. Subsidy standards
The subsidy standard for car purchase is 3000 yuan / person, the subsidy is limited to 3100 copies, and the same user is limited to applying for a subsidy once during the activity (cloud flash payment account number, ID card number, driving license number, invoice number, any of the above four items are duplicated, all are regarded as the same user), according to the order of submitting car purchase invoices and driving license review, first-come, first-served.
4. Activity flow
(1) Buy a car and put on a license plate
During the event, individual consumers went to eligible Fuzhou automobile sales enterprises to purchase a new non-operational small passenger car with seven seats or less and issued a car purchase invoice (invoice time: January 15, 2022 to February 28, 2022); complete the registration procedures for Fuzhou new vehicles and obtain a vehicle driving license before March 6.
(2) Upload the car purchase voucher
Individual consumers log on to Cloud Flash Pay after January 17, click to enter the designated page to upload car purchase invoices and driving license photos, and submit car purchase invoices and driving license information (the specific submission information is subject to the page prompts), and the subsidy quota is on a first-come, first-served basis. Within 3 days after uploading the car purchase voucher, the uploaded information can be modified, and it cannot be modified after the deadline.
(3) Qualification review
After the quota application is completed or the activity is completed, The Cloud Flash Pay confirms the information submitted by the consumer through the data platform; the Municipal Bureau of Commerce, together with the taxation, public security and other departments and relevant counties (cities) districts, verifies the applicant's car purchase invoice and driving license information, and publicizes the verification results, and the quota that does not meet the conditions is invalidated and no longer released.
(4) Subsidy distribution
After the information submitted by the consumer is approved, the 3,000 yuan car purchase subsidy will be issued to the bank account registered by the car buyer, and the specific payment notice shall prevail.
Additional descriptions of the event
1. The campaign only supports cloud flash payment client version 8.0.6 and above to participate, and versions below 8.0.6 can only participate after upgrading.
2. In order to meet the statutory needs such as government financial fund audit, government departments may need to collect details of automobile subsidies (including but not limited to: ID card, transaction time, transaction amount, invoice and driving license information, transaction merchant information) within the necessary range for inspection and verification.
3. If force majeure occurs within the scope of the law, the event organizer may change or adjust the rules of the event according to the actual situation of the event, and the relevant changes or adjustments will be published on the event page or notified in a timely manner in an appropriate manner.
4. In order to ensure the orderly progress of the activity, such as consumers cheating violations (such as brushing orders, cashing out, uploading false documents, invoices, false transactions, etc.), the event organizer has the right to cancel the consumer's participation in the activities and has the right to recover the rights and interests obtained by the user. Within one year after the consumer receives the subsidy, if there is a refund for the return of the car due to quality and other issues, he should take the initiative to contact the Fuzhou Municipal Bureau of Commerce to return the 3,000 yuan car purchase subsidy.
