I never thought that a month later, the motor vehicle industry would usher in a new regulatory update. From May 1, the newly revised Regulations on the Registration of Motor Vehicles will be officially implemented. The new regulations have changed in 5 aspects such as listing, registration, and on the road, and what is more concerned is that the license plate is self-selected and the license plate exchange, so let's talk about these two parts first.
License plates are self-selected
In the current regulations, the offline selection of license plates is basically machine selection (1 out of 20 or 1 out of 50). The new regulations stipulate that the owner of a motor vehicle can determine the number plate number of a motor vehicle by randomly selecting it by the computer or arranging it according to the number selection rules.
Of course, to write the number plate of the motor vehicle yourself, you must meet the corresponding conditions. According to their own preferences and needs, the owner chooses the number and letter of the favorite to combine, as long as the license plate number is not repeated or within the allowable range, you can achieve self-editing, so that the owner has more autonomy and is more humane.
In fact, some car owners should be familiar with self-editing and self-selection of license plates, which have been implemented in some areas before. The previous process was: on the APP of traffic management 12123, after filling in the [new car selection number] information, first understand the local number segment format in the [number plate number section announcement], and self-compile in the number section put by the vehicle management, try to write your favorite license plate number within the scope of the number pool, to avoid wasting opportunities. The online number selection can be compiled by 50 number plates or randomly selected 5 times.

After the pre-selection of the number plate is completed, it is necessary to complete the motor vehicle license plate in time (generally within 5 working days), and if it is not processed within the time limit, the selected number plate will be invalid, and it will also affect the subsequent online selection.
License plate swapping
What to do when you have more than one car in your home and your favorite license plate is in a car that doesn't drive very often? In the past, the procedure for exchanging license plates was cumbersome. The new regulations, which came into effect on May 1, stipulate that license plate swapping can be implemented if certain conditions are met.
The number plate number of the motor vehicle under the name of the owner of the same motor vehicle needs to be exchanged, and if the following circumstances are met, the application for change of registration may be made to the vehicle management office at the place of registration:
(1) Two motor vehicles are registered with the vehicle management office in the same jurisdiction; (i.e. two vehicles in a different place may not)
(2) Two motor vehicles belong to the same number plate type; (i.e., they are not interchangeable with new energy)
(3) The nature of use of two motor vehicles is non-operational. (This is easy to understand)
Required materials: identification of the owner of the motor vehicle, registration certificate of two motor vehicles, driving license, number plate.
After the application, the vehicle management office shall, within one day from the date of acceptance, examine the submitted certificates and certificates, endorse the changes on the motor vehicle registration certificate, withdraw the number plates and driving permits of the two vehicles, and re-issue the number plates, driving permits and inspection pass marks.
☆ Pay attention to two points:
1. Before applying, the road traffic safety violations and traffic accidents of the two vehicles shall be dealt with.
2. The same motor vehicle can be interchangeably changed once within one year.
In addition, there is also an optimization about the number plate of the motor vehicle, that is, the license plate of the new car is exempt from inspection.
In the current regulations, when a new car is licensed, it is necessary to go to the vehicle management office to check the vehicle, including checking whether the vehicle's engine number, vehicle identification code, and whether it is consistent with the information on the motor vehicle certificate.
After the implementation of the new regulations on May 1, the new car will be exempted from inspection when it is licensed, stipulating that the manufacturer will be responsible for inspecting the new car before leaving the factory, and exempt from inspection when the license plate is listed, saving the time of the owner. That is, if the vehicle management institute realizes the network with the factory inspection information of the new vehicle of the motor vehicle manufacturer, the owner of the motor vehicle is exempted from the inspection of the motor vehicle when applying for the registration of small and micro non-operating passenger vehicles.
Before the selection of the license plate, the owner needs to go to the traffic management department to register, and in the new regulations implemented on May 1, two of the registration items have also been adjusted to provide a more convenient registration process for the owner.
Vehicle modification registration can be handled across provinces
Everyone's requirements for vehicles are different, according to their own needs there may be a situation of vehicle modification, in the current regulations need to go to the vehicle registration place for inspection.
After the implementation of the new regulations on May 1, it can be handled across provinces, and vehicle information changes can be processed in any province in the country. That is, if the vehicle is not in the place of registration, an application can be made to the vehicle management office where the vehicle is located. The vehicle management office where the vehicle is located shall inspect the motor vehicle in accordance with regulations, examine the certificates and vouchers submitted, and forward the electronic materials for the inspection of the motor vehicle to the vehicle management office at the place of registration, and the vehicle management office of the place of registration shall review and issue the driving license in accordance with the regulations.
Non-operating passenger cars are handled nationwide
In the current regulations, if it is not in the city where you are registered, it is impossible to register a small non-operating passenger car, and the owner of the car needs to apply for a temporary residence permit first, and the temporary residence permit can only be registered after the temporary residence permit is processed.
After the implementation of the new regulations on the registration of motor vehicles on May 1, only the id card is needed, and the owner can register the non-operating passenger car in any city in the country, so as to realize the one-card process.
