In order to thoroughly implement the case-handling concept of "handling every case with high quality and efficiency", implement the relevant requirements and deployment of the "three truths" training of the autonomous region court, through real cases, in the form of trial observation, practice by observation, and promote learning by listening, further improve the ability of procurators to appear in court, and temper the professional quality of procurators, on May 8, the Saihan District People's Procuratorate urged the implementation of the public interest litigation case for the protection of cultural relics of the ancient city ruins of Fengzhou. The Hohhot Municipal People's Procuratorate organized public interest litigation prosecutors from all banner county courts to attend the scene.
During the trial, the public interest litigation plaintiff comprehensively presented evidence and cross-examined the contents of the indictment, such as the statutory duties of the administrative organ, the circumstances of failure to perform regulatory duties in accordance with the law, and the damage to the national interest and the social public interest, and expressed their opinions in court on the focus of the dispute, the evidence submitted by the administrative organ, and the debate. At the same time, the importance and value of cultural relics should be publicized and popularized.
After the trial, the Hohhot Municipal Procuratorate organized the leaders and business backbones in charge of public interest litigation in each banner county court to hold a trial review meeting at the Saihan District People's Procuratorate. The procurator who appeared in court shared and summarized the experience of handling the case and the gains and losses of appearing in court, and other observers put forward opinions and suggestions from multiple dimensions such as the quality of documents, the norms for appearing in court, the presentation of evidence and cross-examination, the debate in court, the on-the-spot response, and the effectiveness of case handling. At the same time, the participants conducted in-depth discussions on how to determine the supervisory duties of administrative organs in this case and daily case handling, as well as whether there are inactions or illegal exercise of powers, and losses caused to national interests or social public interests. Everyone said that this trial observation gave the procurators a vivid practical training class for court appearances through "zero distance" and "face-to-face" observation, and provided valuable experience for future court appearances.
Business capability improvement is only in progress, not completed. The Saihan District People's Procuratorate will take this event as an opportunity to continue to do a good job in improving the quality of the case, carry out trial observation and evaluation activities on a regular basis, find gaps, make up for shortcomings, strengths and weaknesses, and transform the results of the activities into case handling practice, so as to effectively promote the quality and efficiency of public interest litigation procuratorial case handling and the quality of the procuratorial team.
