Articles 69 and 70 of the "Regulations on Disciplinary Sanctions of the Communist Party of China" stipulate sanctions for Party members and cadres who believe in religion and engage in superstitious activities.

Party members and cadres believe in religion and engage in superstitious activities, which runs counter to the requirement that Party members should be materialists and Marxist atheists. Mainland citizens have freedom of religious belief in accordance with the law, but party members, as materialists and atheists, must regard their belief in Marxism and their belief in socialism and communism as their lifelong pursuit, stick to the spiritual home of communists, and absolutely not seek their own values and convictions in religion. Where Party members and cadres believe in religion and no longer meet the requirements for Party membership, the Party organization should educate them, and as appropriate, take organizational measures such as requesting corrections within a set period of time, persuading them to quit the Party, or removing them from the Party.

Party members and cadres organizing or participating in superstitious activities are even more a manifestation of the lack of ideals and beliefs. Combing through the party members and leading cadres who have fallen in recent years, there are still people who "don't believe in Marxism-Leninism and believe in ghosts and gods" -- some have been burning incense and worshiping Buddha at home for a long time, some have adjusted feng shui for their ancestral tombs and offices, and some have instructed bribes to donate money to the "masters". Superstitious activities among party members and cadres are by no means trivial matters, which will erode the political soul of communists, and are often accompanied by corrupt behaviors, which must be regulated by strict discipline.

In the course of practice, there are two points that need to be grasped: First, the determination of a Party member's belief in religion is not based on the premise that the Party member has participated in the initiation ceremony or obtained religious certificates such as a lay certificate or a refuge certificate for a Buddhist or Taoist believer, nor does it have a premise that he has participated in religious activities at a lawful religious activity site, but should be judged on the basis that the Party member has renounced his communist belief and believes in a certain religion. The second is to distinguish between organizing or participating in superstitious activities and organizing and participating in general folk customs and customs activities, as well as participating in sightseeing activities normally. We should not regard some folk customs and customs activities with historical and cultural traditions and national and regional characteristics as superstitious activities. Party members and cadres occasionally visit some temples, Taoist temples, churches, and other legal religious activity sites or participate in activities and ceremonies, but their purpose is only for sightseeing or work, and should not be found to be participating in superstitious activities.
