Chen Yonggui was 63 years old at the time, serving as a member of the Politburo of the CPC Central Committee and vice premier of the State Council.

When Chen Yonggui was the secretary of the Dazhai Village Branch in Xiyang County, Shanxi Province, he led the villagers to build terraces and build water conservancy projects, changing the poor and backward appearance of Dazhai Village, and was rated as a national model of agricultural labor.
