Because of his outstanding work, the leaders transferred him to the secretary of the county party committee, mainly responsible for the personnel problems in the county. During his tenure as secretary of the provincial party committee, Jiang Chunyun also concurrently served as the secretary of the Jinan municipal party committee. On his first day on the job, he patrolled the road with his driver and saw 48 piles of cow dung in an hour, and the sewage in the dry toilet was everywhere. Jiang Chunyun deeply felt a heavy responsibility, and he realized that Shandong's development was 5-8 years behind that of the south.
